POSITION
of the Russian non-governmental organizations for the international negotiations at the Conference of the
UN FCCC Parties,

Bonn, November 2017 (СОР-23)

Environmental organizations of Russia consider COP-23 as an important forum which will show the world that all countries are united in their acknowledgement of the climate problem and ways for its solving. At СОР-23, countries should achieve progress in the development of competent environmental regulations for implementation of the Paris Agreement, which are to be adopted in the end of 2108 at СОР-24. Our requirements for the international regulations are as follows:

·         International projects should be “transparent” and incentivize exploitation of RESs and other advanced technologies but prohibit incompetent environmental solutions (NPSs, major dam HPSs, coal projects, use of marine bunker fuels in the arctic, etc.) 

·         Accountancy on emissions should be complete, “transparent,” and showing physically existing flows of greenhouse gas emissions into the atmosphere or their full absorption by surface ecosystems

·         The entire work on the development and realization of the regulations on the agreement, including financial issues, should be publicly available and open for public participation.

Numerous organizations, cities, and companies will show at COP-23 their successes in high-tech low-carbon development. This will be a direct demonstration of the feasibility of the Paris Agreement goal: to hold the temperature growth in the first half of the 21st century at the level below 2оC and strive for 1.5оC.

Presently, countries’ national goals on the greenhouse gas emissions by 2030 do not follow the 2оC way and should be strengthened by 20-30%. The goals were developed three years ago, and main changes have taken place in the past period: RESs became cheaper, global emissions stabilized and abandonment of coal power production started; these conditions should be incorporated into the strengthening of the goals. To facilitate reconsideration of the goals, the Dialogue-2018 will be organized at UN FCCC. 

The COP-23 goal is to work out an effective format for the Dialogue-2018, get out of the frames of official countries’ presentations, attract all interested parties, and use all sources of information. 

We call upon Russia to do the following in 2018:

·         Ratify the Paris Agreement

·         Adopt amendments to the Law “On Protection of the Environment” establishing the legal frames for obligatory accounting and monitoring of greenhouse gas emissions at the level of enterprises

·         Develop a Federal Law on “Carbon Regulation” (to be adopted in 2019) and start practical actions on incentivizing enhancement of energy efficiency, RESs development, and implementation of new technologies on the basis of carbon regulation

·         Harmonize and strengthen the existing variant of the goal for the greenhouse gas emissions by 2030: to adopt the goal of annual reduction of the total emission in the Russian economy’s sectors up to 2500 mln tons of СО2 equivalent (35 - 40% below the 1990 level) without including the forests

·         Adopt a separate goal on the forests. Prohibition of commercial forest felling in the most valuable and virgin forests and improvement of sustainable forest use in the developed areas seems to be an extremely important measure   

·         Develop the National Adaptation Plan and foresee allocation of funds for its implementation at the federal and regional levels; prioritize adaptation of the forest and water management and nature use, including but not limited to the interests and traditional knowledge of indigenous peoples 

·         Develop and adopt regulatory and methodical base for formation and realization of the climate plans of RF subjects and municipalities with consideration of both adaptation and low-carbon development

Energy efficiency and renewable energy sources are the priorities of Russia’s low-carbon development. This requires strengthening of the state support of those and developing of a RES roadmap for RF subjects. It should become the base for the long-term strategy of low-carbon development for the period until 2050 (its existence is required by the Paris Agreement). It should not include enhancement of the quota of NPSs and major dam HPSs in the country’s energy balance and should correspond to the global transfer to carbonless power production by the middle of the 21st century.       

We stand for the reorientation of subsiding from fossil energy resources in favor of RESs and energy efficiency (with provision of the support to the most vulnerable groups of population and creation of “green” jobs).

We stress that the major water power engineering and nuclear power engineering cannot be considered as environmentally justified solutions for the reduction of human impact on the climate system of the Earth!

 

This Position was adopted by the network of the Russian Social and Ecological Union uniting more than 200 individual and group members (non-commercial organizations) from eight RF Federal Districts.
