Dear all,

 

As you probably know by now, the CAN International Secretariat has received information that several colleagues from civil society have been detained, deported and otherwise denied entry into Poland during COP24. This included a staff member of CAN International Secretariat. We are deeply concerned about this situation and have taken several steps to resolve it urgently.

 

Cases such as these have occasionally been reported at previous COPs. However, and to our knowledge, the number of reported incidents at COP24 (which at the time of writing this email totaled at least 14 cases) is unusually high. This would appear to point to a systematic and deliberate approach by the Polish Authorities.

 

After consulting with several of our members, Nodes, partner organizations and also drawing on legal expertise, CAN International has decided to take a number of steps. First, we requested a meeting with the Secretariat of the UNFCCC on Friday evening to voice our deep concern about the situation on behalf of the network. We also informed the UNFCCC of our intension to release a media statement on the matter, which we did shortly after. We are glad to say that the UNFCCC Secretariat has immediately offered its support.

 

Since then, we have also sent a formal complaint to the Polish Minister of Foreign Affairs. The letter, which was copied to the Polish Minister of the Interior and Administration, the President of COP24 and the Executive Secretary of the UNFCCC, requested the Polish Authorities to take immediate action to address the situation and to refrain from taking any unwarranted measures in the future that would hinder the full and effective participation of civil society at COP24.

 

We expect feedback from the Polish Authorities very shortly and trust that we will be able to find a satisfactory solution via this course of action. We are monitoring the situation closely on an ongoing basis and will decide on further steps as necessary.

 

In this regard, we have established a small team which includes the CAN Secretariat, CAN Europe, legal experts and members of the network to advise on the process and to coordinate our actions. Our priority is to ensure the safety of all of those that have been subjected to this treatment.

 

We would like to reiterate that CAN stands for freedom of expression and association, the protection of human rights and the right of citizens of all countries to freely and peacefully advocate for sustainable development and environmental integrity.

 

We will update you periodically on new developments as they evolve and invite you in the meanwhile to reach out to us if you are aware of any further incidents.
