*[Enwl-eng] [cenn] Sustainable Hydropower Development: ANorwegian-Georgian Cooperation Program

“Sustainable Hydropower Development” is a 3 year Program designed to support
the sustainable development of the fast growing hydropower sector in
Georgia. The program period is 2013-2015, during which Norwegian and
Georgian experts will work together to:



* facilitate increased participation from civil society in decision
making related to hydropower development by building awareness and promoting
public participation

* assess gaps in the environmental and social impact assessments
(ESIA) and point to ways by which these may be bridged

* enhance sharing of knowledge in both technical and non-technical
themes in the hydropower sector.



The program is structured in three components:



1. The first component aims at making the local population in a
selected pilot region better informed to engage in public consultation
processes. A number of trainers will be trained to conduct awareness raising
activities in Georgia. A region will be selected for implementation of a
pilot awareness raising program. A group of facilitators will be trained to
mediate public consultation processes acting as a connecting link between
project developers and local communities.



2. The second component aims at identifying and reducing the gap
between Georgian practice and international best practice on conducting and
approving environmental and social impact assessments for the hydropower
sector. A review of a portfolio of conducted and approved ESIAs will be made
in order to assess how the ESIA framework is being interpreted, used and
enforced. A stakeholder working group will be established to create dialogue
between authorities, civil society and industry on how the identified gaps
between Georgian and International best practice ESIA may be bridged.



3. The third component aims at increasing capacity among environmental
NGOs and technical experts on sustainable hydropower development. A series
of knowledge sharing workshops and peer group training sessions with
international and national expert speakers will be arranged, focusing on
specific, selected topics.



Norsk Energi is the Program Manager. Norsk Energi is a Norwegian consultancy
specializing in renewable energy, energy efficiency, environment and safety,
with extensive experience from managing projects in numerous countries in
Europe, Asia and Africa. Norsk Energi has been involved in projects in
Georgia since 2006.



Enviro-Dev is the Lead International Consultant. Enviro- Dev is a Norwegian
research and development consultancy specializing in impact assessment and
management planning, safeguard development, due diligence, benefit sharing
and CSR as one of its core areas of work with global coverage.



Winrock International Georgia is the national program coordinator. Winrock
International Georgia is the Georgian branch of a nonprofit organization
that works with people in the United States and around the world to empower
the disadvantaged, increase economic opportunity, and sustain natural
resources.
