Fourth Stakeholder Consultative Group meeting



Within the WMTR Program Framework



The fourth meeting of the Stakeholder Consultative Group was organized in
Betsy’s Hotel on May 19.



The WMTR team presented all the activities and documents implemented during
October 2015 – April 2016. One of the documents prepared in this period was
a cost-benefit analysis of waste management strategies which considers a
number of waste management options and evaluates the cost of waste disposal
at landfills, the benefits and costs of operating landfill-based materials
recovery facilities, the net-benefits of source separation and recycling
programs and the benefits and costs of composting systems.



In March 2016, another important document, a General Methodology for
Establishing Tariffs and Cost Recovery System in Georgia, was also prepared.
The purpose of this document is to elaborate a general methodology for the
determination of waste tariffs in accordance with modern requirements and
propose a cost recovery system that will insure the sustainability of solid
waste management systems at the Municipal level.



At the end of the event, the team presented its future activities for the
next six months and noted that they plan to develop the ongoing pilot
project in five villages of Telavi Municipality. Additionally, the program
plans to implement a similar pilot project in the City of Telavi. Moreover,
the Program will develop Municipal Waste Management Plans for local
Municipalities of Kakheti Region and Adjara A.R.



The meeting was very interactive with active discussions and Q&A sessions on
the documents presented.




Waste Management Technologies in Regions (WMTR) was launched on March 18,
2014. The initiative is funded by the U.S. Agency for International
Development (USAID) and implemented by the International City/County
Management Association (ICMA), together with CENN[2] – a local partner and a
sub-recipient.

WMTR is assisting the Government of Georgia in designing an adequate waste
management system in the regions of Adjara and Kakheti. The program
objective is to support a cleaner and healthier environment, minimize
adverse impacts from waste on human health and natural resources, and reduce
greenhouse gas emissions from landfills.
