Today’s Key Announcements at COP27
Turning the Tide on Shipping

Norwegian Prime Minister, Jonas Gahr Store and US Special Presidential Envoy for Climate, John Kerry launch The Green Shipping Challenge. The Challenge seeks to complement broader work on ocean and climate action such as the High-Level Panel for a Sustainable Ocean Economy and the UNFCCC Ocean and Climate Change Dialogue.

Emissions from the shipping sector are significant, rising, and on a trajectory that is incompatible with the goals of the Paris Agreement. If shipping were a “country,” it would be the eighth largest emitter.

At COP 26, many Parties began to focus on tackling emissions from the sector through various initiatives such as the Clydebank Declaration on green shipping corridors and the Declaration on Zero Emission Shipping by 2050. COP 27 will be an opportunity to build on this work and demonstrate practical implementation on the ground. There is no way of staying within 1.5 without decarbonizing shipping and it is now imperative that shipping is put on a 1.5 aligned trajectory with ambitious 2030 and 2040 targets.

The Forests and Climate LeadersPartnership

Reducing deforestation, restoring, conserving and better managing natural and productive landscapes are crucial strategies to reduce vulnerability to the impacts of climate change and store carbon in the land. In addition, it supports livelihoods and protects ecosystem biodiversity while boosting agricultural productivity for low-carbon and climate-resilient economies and societies at large.

At COP 26, more than 140 countries with over 90% of the world’s forests committed to working together to halt and reverse forest loss and land degradation by 2030. This was backed by US$19.2 billion in public and private funds. Today, that commitment is enhanced by the launch of The Forests and Climate Leaders Partnership (FCLP)
The new Partnership will unite action by government, business and community leaders, and shine a spotlight on global progress at COP 27 and every year up to 2030. Participating countries will meet annually to enhance collective efforts to maximise the contribution of forests and sustainable land use to global and national climate goals in line with the Breakthrough Agenda.

With the first meeting of the Forests and Climate Leaders’ Partnership taking place at COP 27, member countries representing a range of regions, forest areas, and economic and financial centres will focus their combined support on transformational areas of action. These include cooperation related to high-integrity carbon markets for forests, building robust forest economies that contribute to a net-zero world, securing and protecting applicable forest tenure rights of Indigenous Peoples and Local Communities, and scaling efforts to conserve and sustainably manage high-integrity forests.

Members will work closely with the private sector, civil society and community leaders to implement and rapidly scale up solutions on deforestation, reforestation and sustainable forest and land use management, that reflect each members’ national context and priorities as well as the urgency of the global climate crisis.

Mark Carney is calling on all members of the Glasgow Financial Alliance for Net Zero, financial institutions with $135 trillion assets under management, to embed tackling deforestation into their transition planning by developing policies to identify and curtail financing of such activities, and to increase investment in nature-based solutions.
Today leading financial institutions from Japan to Norway to Brazil are showing that it is possible to do this. Signatories of the Commitment on Eliminating Commodity Driven Deforestation have been moving forward with implementation as the Finance Sector Deforestation Action (FSDA) initiative. FSDA members have shared investor expectations for companies, are stepping up engagement activity and working with policy makers and data providers. New members joining FSDA in 2022 include SouthBridge Group, the first African financial institution to join the initiative, Banco Estado de Chile, London CIV and GAM Investments.

The Regional Conference of Youth – Africa took place on the 14 -16 October in South Africa. The primary objective of the RCOY-Africa was to strengthen the capacity and policy advocacy of African youth ahead of the 17th Conference of Youth (COY17) and COP 27. One of the key outcomes of the RCOY-Africa was the development of the African Youth Position Paper presents today.
This position paper has been informed by various youth stakeholder engagements and these include:
  • Input from young Africans participating at the YOUNGO’s Youth and
  • Green Futures Event at Africa Climate Week that took place on 1 September in Gabon.
  • Online Youth Consultation Workshops within each African region
  • The Africa Youth Climate Action Plan Capacity Building Workshop facilitated by the AYM4COP Campaign and hosted by C40 Cities Africa
  • Review and input from young Africans attending the RCOY-Africa

This extensive stakeholder engagement process was required to develop a statement that reflected the voices of many young Africans across the different regions and working in various sectors. Based on the input received, the calls for action included the following: Climate Policy and Governance, Action for Climate Empowerment and a focus on the Green Economy.

Stop by The Resilience Hub

Today’s Key Announcements at COP27
Today’s Key Announcements

COP27 President Sameh Shoukry will announce the Sharm El Sheik Adaptation Agenda to enhance resilience for 4 billion people living in the most climate vulnerable communities by 2030. The Adaptation Agenda is the first comprehensive global plan to rally both States and non-State actors behind a shared set of 30 Adaptation Outcomes that are required by the end of this decade across five impact systems: food and agriculture, water and nature, coastal and oceans, human settlements, and infrastructure, and including enabling solutions for planning and finance.

To take stock of progress, the High-Level Champions will today publish their ‘Yearbook of Global Climate Action 2022’. Action by businesses, investors, cities, states, regions and civil societies continues to increase, with 34 Race to Resilience partners from 139 countries taking action to build the resilience of 2.9 billion people, while 26 Race to Zero partners have mobilized more than 11,000 non-State actors. The Global Climate Action Portal, recording a jump of 78% in actors from Asia-Pacific and of 67% from Africa, is evidence that climate action is becoming better distributed across the globe.

The Africa Carbon Markets Initiative (ACMI) will be launched by the Global Energy Alliance for People and Planet (GEAPP), Sustainable Energy for ALL (SEforALL), and UNECA. ACMI aims to expand Africa’s participation in voluntary carbon markets by setting an ambition for the continent and developing a roadmap of action programs that will be implemented over the next few years to meet that ambition. The UN Climate Change High-Level Champions are supporting partners in this initiative.

Progress on Finance Sector Deforestation Action (FSDA) – a results-driven collaborative of over 35 financial institutions representing more than $8.9 trillion in assets under management – has been announced. Signatory investors are stepping up engagement with companies and policymakers to tackle commodity-driven deforestation while also increasing investments in nature-based solutions (NbS) and promoting convergence across climate and nature-related initiatives. Momentum increases as signatories implement commitments (including engaging with companies) and new investors join, reflecting a growing understanding of the importance of addressing emissions from deforestation as well as the opportunity of investment.

First Minister of Scotland, Nicola Sturgeon confirms an additional £5 million of funding to tackle loss and damage - The funds take Scotland’s commitment to addressing loss and damage caused by climate change to £7 million and will enable communities to take direct action to address the impacts of loss and damage.

In addition, in collaboration with the UN Climate Change High-Level Champions and the Global Resilience Partnership, the Scottish Government today launches a report on practical action to address climate losses and damages for the most vulnerable people and nations. The report identifies the urgency to mobilise increased finance from public and private sources and presents innovative ideas to do this – from debt relief and philanthropy, to private investment.

First Minister Nicola Sturgeon said: “The year since COP26 has presented us with ever more unavoidable proof of the increasing impact of climate change on lives across the world. The suffering of those who have contributed least to climate change is, unequivocally, an issue of climate justice. Climate change, as the floods in Pakistan, drought in the Horn of Africa and wildfires scattered across continents show, threatens fundamental human rights of life, health, food, water. We cannot uphold human rights without addressing loss and damage – urgent practical action must deliver support to the most vulnerable now.

This Scottish Government report does not, and cannot, provide all the answers. Rather it is a synthesis of insights reflecting the deep expertise and experience of the delegates that came together at the conference. I hope it plays a part in escalating loss and damage action, at COP27 and beyond.”

Today’s Key Announcements

The Assets to Flows report identifies key insights from the regional forums, reflecting the priorities of each region and highlighting perspectives from the diverse forum participants on what more is needed to further develop projects and attract investment.

Project pipeline development: In addition to the Assets to Flows report, the COP 27 Presidency, the High-Level Champions and the United Nations Regional Commissions, have released an extended compendium comprising a further 128 projects. They also highlight variations in project maturity and deal size - from US$ 10 million to USD 500 million.

Africa insurance industry to underwrite USD 14 billion of cover for climate risks by 2030. It’s the first time The Nairobi Declaration on Sustainable Insurance signatories have made this financial commitment.

The Independent High-Level Expert Group on Climate Finance commissioned earlier this year by the COP26 Presidency together with the COP27 Presidency and the High-Level Champions, co-chaired by Vera Songwe and Lord Nicholas Stern released their report today.

Net Zero Asset Managers initiative (NZAM) announces initial targets for 86 investors as the total number of asset managers committing to net zero increases to 291. Less than two years since the initiative launched, the latest disclosures take the total number of asset managers that have set initial targets to 169 and represents USD 21.8 trillion committed to be managed in line with achieving net zero by 2050 or sooner.

The Net-Zero Asset Owners Alliance (NZAOA) announces later today that it stands at 80 members with USD10.9 trillion in Assets Under Management (AUM). NZAOA highlighted in their Second Progress Report (Sept 2022) that 44 members have set short-term (2025 and 2030) decarbonization targets. These members represent US$7.1 trillion – two thirds of the total AUM.

Today, the UN-convened Net-Zero Banking Alliance (NZBA) launches its first Progress Report (available at 9am CET on 9 Nov), which captures the intermediate decarbonization targets of over 60 members. The NZBA has nearly tripled in size in just 18 months: from launching in April 2021 with 43 founding members, the Alliance is now comprised of 122 members in 41 countries, representing about 40% of global banking assets.

Paris Aligned Asset Owners (PAAO) initiative publishes its first Progress Report and initial target disclosures for a further 13 signatories. The Inaugural Progress Report showcases innovation and best practice amongst asset owners for turning net zero commitments into action. The new targets mean 40 asset owners have disclosed initial targets since March 2021.

To convert net-zero ambitions into actions, the Glasgow Financial Alliance for Net Zero (GFANZ) has released the Financial Institution Net-zero Transition Plans report, which provides voluntary, pan-sector recommendations and guidance for financial institution net-zero transition plans that are credible and ambitious.  The report identifies the four key financing strategies that collectively define transition finance.

BloombergNEF (BNEF) has published the Mobilizing Capital Into Emerging Markets and Developing Economies report providing a snapshot of current conditions for energy transition investment in Emerging Markets (EMs) and Developing Economies (DEs). Highlighting the decline in total financing, BNEF calls on all major stakeholder groups to raise their efforts to help EM&DEs transition to lower-carbon energy.

The Lightsmith Group launches a water harvesting technology pilot in Papua New Guinea with funds from its recently launched Climate Resilience and Adaptation Finance and Technology-transfer facility (CRAFT).

The Critical Business Actions for Climate Change Adaptation Report - is published by the World Economic Forum (WEF). As companies are becoming acutely aware of climate impacts on their business, they need a framework for responsible action. This paper offers a clear framework while bridging the language of business with the language of climate adaptation, showing how companies can look after their interests while being part of the solution to a major shared global challenge

The V20 and UNEP FI’s Principles for Sustainable Insurance are progressing a Sustainable Insurance Facility - a project pipeline facility to assist V20 membership in scoping financial protection needs of micro, small and medium-sized enterprises. The aim is to facilitate project concept and proposal development.

The UN Climate Change High-Level Champions are calling for action across three Sharm el-Sheikh Adaptation Outcomes for Finance: for public finance actors to increase the volume and share of A&R finance, for private finance actors to help mobilise the USD 140 billion to USD 300 billion needed annually by 2030, and for insurers to institutionalise a longer-term industry approach to A&R. The finance deep-dive report provides additional detail on the Sharm el-Sheikh Adaptation Outcomes for Finance and offers solutions for how they can be delivered

The Maritime Just Transition Task Force launches a new action plan setting out recommendations to upskill seafarers to meet shipping’s decarbonisation goals. The plan is in response to findings from new research which warns that as many as 800,000 seafarers will require additional training by the mid-2030s.

Leaders from Western Indian Ocean countries share progress on the Great Blue Wall  -  since the launch of the Great Blue Wall at COP26 in Glasgow, two seascapes have been officially designated: The Quirimbas Seascape in Mozambique and the Tanga Pemba Seascape in Tanzania. In addition, the IUCN and Ocean Hub Africa have launched project incubators in both of these seascapes to provide technical assistance and know-how to local entrepreneurs. More than 50 regenerative blue economy projects have been launched as a result of this support.

In Case You Missed It ...

COP27 Day 2 saw the launch of the Sharm-El-Sheikh Adaptation Agenda, a comprehensive, shared agenda to rally global action around 30 adaptation outcomes that are needed to address the adaptation gap and achieve a resilient world by 2030.

A new Africa Carbon Markets Initiative (ACMI) was inaugurated at CO27 yesterday with the objective to support the growth of carbon credit production and create jobs in Africa.

The Yearbook of Global Climate Action 2022 was launched yesterday, providing an overview of the state and scope of global climate action in 2022. It outlines what is needed to accelerate sectoral systems transformation, features case studies of real-world climate action projects, highlights some key global climate action topics – particularly regionalization and accountability – and presents the UN Climate Change High-Level Champions’ contribution to these issues.

The COP26 and COP27 Presidents, the UNFCCC Executive Secretary and the UN Climate Change High-Level Champions for COP26 & COP27, Nigel Topping and Dr. Mahmoud Mohieldin, yesterday opened the Global Climate Action Agenda at COP27 with their event “Making Good On Promises”

The recommendation of the UN High-Level Expert Group on Net-Zero Commitments and the UNSG's response
The High-Level Champions welcome the recommendation of the United Nations’ High-Level Expert Group on the Net-Zero Emissions Commitments of Non-State Entities and the response of the United Nations Secretary-General António Guterres. The Secretary-General highlighted the importance of all net-zero voluntary initiatives to accelerate efforts to standardize progress reports in an open format and via public platforms that feed into the UNFCCC Global Climate Action Portal. He also expressed his belief that the UNFCCC should play a decisive role – and invited the Executive Secretary of the UNFCCC secretariat to present a plan early next year.

2030 Adaptation Outcomes for Adaptation & Resilience Finance, key part of the Sharm El Sheikh Adaptation Agenda
Recognising the systems-level transformations required to respond to local climate contexts, needs and risks, the Climate Champions team co-created technical reports that detail the adaptation actions required to protect vulnerable communities to rising climate hazards. Read the first report on Finance here.

A report compiled from key insights on what it will take to convert financial assets into flows derived from a series of Regional Finance forums was launched by the UN Climate Change High-Level Champions. Overall, over 450 projects, programs, funds, and enterprises requiring approximately USD 600 billion in financing were identified from various sources in the run-up to, during and after the forums.

Did you know, African small and medium enterprises (SMEs) produce over half of calories and over 80% of animal-source foods, fruits and vegetables, while processing or handling about 65% of food in later stages of the value chain? In fact, they are the key drivers of food supply, especially for the poorest and most vulnerable people. To support this, Incofin introduced a financing fund that enables SMEs to invest in their businesses and increase access to nutritious foods through wider distribution and improved availability, as well as reduced environmental impact through decreased food losses.

A new report by the Maritime Just Transition Task Force outlines three decarbonization scenarios to provide insights into seafarer training and skills needed to support a decarbonized shipping industry. Martha Selwyn, United Nations Global Compact, explains what is at stake and what the shift requires.

Today’s Key Announcements

The Breakthrough Agenda, launched by a coalition of 45 world leaders, is an unprecedented international clean technology plan to help keep 1.5°C in reach. It provides a framework for countries and businesses to join up and strengthen their actions every year in key emitting sectors, through a coalition of leading public, private and public-private global initiatives.

The Carbon Dioxide Removal 2030 Breakthrough states that by 2030, carbon dioxide removals are responsibly scaled to remove 3 billion tonnes of CO2 per year, with another 500 million tonnes per annum being stored for at least 100 years. In addition, the Carbon Removals at COP is a virtual online pavilion for events, daily commentary, news and thinking during COP27 and beyond. It is a collaborative effort composed of volunteers, NGOs, and practitioners from across the carbon removal ecosystem.

The First Movers Coalition (FMC) will launch its “FMC Cement & Concrete Commitment” to showcase the emerging global demand for green cement in partnership with the World Economic Forum (WEF) and the Mission Possible Partnership (MPP). The Commitment will initially be launched with five signatories.

Launch of the Africa Net Zero Concrete Group, which aims to accelerate the decarbonization of the cement sectors in Africa by exchanging lessons learned, supporting companies in their net zero trajectories via the Race to Zero and accelerating the establishment of net zero country sector roadmaps in African countries. The goal for next year is to establish these in up to ten African countries.

The Green Cement Technology Tracker is published in order to ensure more transparency and accountability by LeadIT and its partner, the Global Cement and Concrete Association GCCA. The aim is to transparently track public announcements of low carbon investments in the cement industry.

The launch of the Climate Investment Funds’ (CIFs) new Industry Transition Programme, the world’s first large scale dedicated finance programme for developing country industry transitions. Plans include a $410m green hydrogen investment in Egypt led by the European Bank for Reconstruction & Development (EBRD) and a World Bank project to develop a $1.6bn green hydrogen global programme.

Mobile network operators signal 64 terawatt hours (TWh) in new renewable energy required by 2030, and the Asia Clean Energy Coalition with Google, Meta and Samsung is launched to accelerate renewable electricity procurement in Asia. "The world around us is changing faster than ever, and the speed of change is not going to slow down. As such, we cannot delay action – just see what happened to the world’s supply chains in response to external stressors such as Hurricanes Katrina and Ian, Covid 19 and Brexit." CEO of Resilience Rising, Seth Schultz explains why and how the maritime sector is putting resilience on an equal footing with mitigation.

Imagine a city running out of water – homes and businesses go for days without cleaning, hospitals halt many of their services, residents line up in the middle of the night to collect water, risking human health, the economy and public safety. Smita Rawoot, Urban Resilience Lead at WRI, introduces a new Africa-focused blended finance instrument, the ACWA Fund, that supports city leaders to fund and scale high-impact water resilience solutions across Africa.

Flooding in Nigeria this year has displaced more than half a million people, according to the National Emergency Agency. Abiola Durodola, from the AdvoKC Foundation, and flood risk analyst, Abiade Idunnu explain the scale of the challenge and the opportunity before States and non-States actors alike to build resilience for the country before it's too late.

ISO Net Zero Guidelines Launched
The ISO Net Zero Guidelines launched on 11 November provides a common reference for collective efforts, offering a global basis for harmonizing, understanding, and planning for net zero for actors at the state, regional, city and organizational level.

Priority actions, part of the Breakthrough Agenda, were announced on Friday as part of an international effort to make clean technologies and sustainable solutions the most affordable, accessible and attractive option in each emitting sector globally before the end of this decade.

A new report released at COP27 this week showed 46% of the sector by revenue has committed to the Race to Zero, up from 31% at this time last year. The industry is also beginning to move in the right direction on carbon intensity, with some of the largest companies demonstrating leadership in emissions reduction.

Find out in our landing page why the Breakthrough Agenda matters so much. Achieving Breakthroughs in these five critical sectors could:
Support the creation of more than 20 million jobs by 2030.
Increase world GDP by 4% greater in 2030 than it would otherwise have been.
Save two million lives worldwide every year, by halving premature deaths associated with air pollution by 2050 compared to 2020.

Find out why we need to increase our global carbon dioxide removal capacity from several million today to the multi gigatonne scale by 2030.

Did you know that pharmaceutical labs use up to 10x more energy and 4x more water than office spaces? There is also an estimated 12 billion pounds of plastic waste produced each year from laboratories around the world, which represents 2% of global plastic waste. Find out why labs are the heart of Pharma & Med Tech’s 2030 Breakthrough.

The global cement sector accounts for around 7% of global CO2 emissions. The industry has made progress during the last two decades to lower carbon intensity – but there is a recognition that these efforts need to be significantly accelerated.

The COP27 Egyptian Presidency launches the Africa Just and Affordable Energy Transition Initiative (AJAETI). By 2027, its three primary objectives are to offer technical and policy support to facilitate affordable energy for at least 300 million people in Africa; provide access to clean cooking fuels and technologies; and increase the share of renewable electricity generation by 25%.

Launch of the Planning for Climate Commission, a new global initiative focused on speeding up planning and approvals for the massive deployment of renewables and green hydrogen needed to address climate change and energy security. The Commission is a joint initiative by the Green Hydrogen Organisation, International Hydropower Association, the Global Wind Energy Council and the Global Solar Council.

RMI and Lion’s Head Global Partners have partnered to launch a targeted USD 15 million Project Preparation Facility and an associated USD 75 million Caribbean Climate Smart Fund to invest in energy projects across the Caribbean. These projects will support climate resilience in the face of intensifying storms, stabilize electricity prices, and increase energy security, while saving tens of millions of dollars each year in fossil fuel imports.

The International Renewable Energy Agency (IRENA) will share new insights from its recently launched “Renewable Energy Targets in 2022 - A guide to design” and its Energy Transition Support to Strengthen Climate Action: Insight to Impact 2022 reports. The new insights will offer important input to the first Global Stocktake.

Launch of the Global Renewables Alliance. Organisations representing wind, solar, hydropower, green hydrogen, long duration energy storage and geothermal energy industries will officially join forces in an unprecedented alliance. It brings together, for the first time, all the technologies required for the energy transition in order to ensure an accelerated energy transition. As well as ensuring targets are met, the Alliance also aims to position renewable energy as a pillar of sustainable development and economic growth.

New analysis from the Africa Green Hydrogen Alliance (AGHA) and McKinsey concludes green hydrogen could sustainably industrialise Africa and boost GDP by 6 to 12% in six key countries. It concludes that by 2050, green hydrogen could increase the GDP of Egypt, Kenya, Mauritania, Morocco, Namibia, and South Africa by USD 126 billion, equivalent to 12% of these countries’ current GDP. AGHA, with support from the UN Climate Change High-Level Champions, the Green Hydrogen Organisation and the African Development Bank, calls for greater cooperation between governments and the private sector to unlock the investment needed.
