Programme in Focus: Networking and Investing for
Impact | |
On 5
November, the Palais des Nations in Geneva came alive with ideas and
collaboration during “Investing for Impact: Advancing the Global
Framework on Chemicals (GFC)”. The event gathered governments,
foundations and industries to explore ways to advance safer,
more sustainable chemical management
worldwide. | |
Kay
Williams, Head of the Global Framework on Chemicals (GFC)
Secretariat, opened the event with a powerful call to action:
chemicals are everywhere, and how we manage them will define our
future.
Her
remarks set the tone for the discussions, emphasizing that progress
and protection must go hand in
hand. |

In
this dynamic setting, Katherine Theolocatos, Head of the
Special Programme Secretariat, played a pivotal role in representing
the Programme and fostering dialogue among
stakeholders. | |
Her
active engagement underscored the Special Programme’s mission to
strengthen institutional capacity and connect diverse actors around
shared objectives.
By
highlighting practical ways to turn global commitments into action,
Katherine reinforced the importance of collaboration and
capacity-building as cornerstones for advancing the GFC’s
goals. | |

The Special
Programme is seeking new contributions to launch eight newly
approved projects across
Ethiopia, Mexico, Lebanon, Azerbaijan, Nigeria, Namibia, Antigua
and Barbuda, and Serbia. Timely
donor support will enable this project cycle and sustain future
funding rounds, ensuring continued global
impact. |

theme: “Uniting with Youth Against Corruption: Shaping Tomorrow’s
Integrity.”
This
observance reminds us that integrity is built through everyday
choices by opening pathways for young voices to be heard, by
using technology responsibly, and by strengthening systems that
safeguard public
trust. | |
This
year’s campaign focused on practical steps we can take
together:
- Meaningful
youth participation in anti‑corruption initiatives.
- Careful
use of emerging technologies such as AI and blockchain, with
appropriate safeguards.
- Promotion
of ethical practices in the private sector.
- Stronger
international cooperation to combat organized crime and illicit
financial
flows.

At
the heart of these efforts lies education, helping nurture a culture
of fairness and accountability that can withstand pressure over
time. |
Did
you know that on 20 January 2025, the Special Programme
Secretariat hosted a webinar on: “Preventing fraud and corruption
in Special Programme projects.”?
The
session reaffirmed fiduciary responsibilities and outlined UNEP’s
approach to prevention across partnerships and project
implementation. Participants explored:
- How
ethics‑by‑design can be embedded at every stage of the project
cycle.
- Why
clear roles and thorough documentation are essential.
- How
partnerships thrive when accountability is embraced not as a
compliance checkbox, but as a daily habit.

As
the year draws to a close, it’s crucial to stay ahead and ensure a
smooth, efficient process for preparing annual country project
progress reports.
To
support you in this essential task, we’re pleased to highlight our
online course available on the E‑Learning
Platform:
“How to Best Prepare a Progress Report under the Special
Programme.” |

This
comprehensive course is designed to help country project focal
points fully understand the requirements for preparing both
narrative and financial progress reports, ensuring accuracy,
clarity, and accountability.
Here
is an overview of what the course covers:
- Narrative
Progress Reports: Learn how to structure and write clear, concise
narratives that effectively communicate achievements, challenges,
and future plans.
- Financial
Progress Reports: Gain practical skills in budget tracking,
expense allocation, and preparing accurate financial
projections.
The
same information is also available in a guidance document in
English, French and Spanish.
Important:
When submitting your reports, please ensure you use the official
templates attached to your Project Cooperation Agreement
(PCA). |
