On
11 february the EU started the process that could
lead to the temporary suspension of Cambodia's
preferential access to the EU market under the
Everything But Arms (EBA) trade scheme. EBA
preferences can be removed if beneficiary
countries fail to respect core human rights and
labour rights. High Representative for Foreign
Affairs and Vice President of the European
Commission Federica Mogherini said: "Over the last
eighteen months, we have seen the deterioration of
democracy, respect for human rights and the rule
of law in Cambodia. In February 2018, the EU
Foreign Affairs Ministers made clear how seriously
the EU views these developments. In recent months,
the Cambodian authorities have taken a number of
positive steps, including the release of political
figures, civil society activists and journalists
and addressing some of the restrictions on civil
society and trade union activities.However,
without more conclusive action from the
government, the situation on the ground calls
Cambodia's participation in the EBA scheme into
question...."

The
environment for media freedom has worsened
significantly in the Council of Europe area,
according to the report “Democracy at Risk:
threats and attacks against media freedom in
Europe” published on 12th february by the partner
organisations to the Council of Europe Platform
for the Protection of Journalism and Safety of
Journalists. In particular the number of attacks
on journalists has grown continuously. The number
of threats reported, including death threats,
doubled last year and there has been no progress
in a number of long-standing cases of impunity for
murder of journalists. In addition, journalists
continue to be arbitrarily detained while a number
of new legislative initiatives have weakened media
freedom.

United
Nations aid agencies and NGO partners launched on
friday the 2019 Joint Response Plan
for the Rohingya humanitarian crisis. The
appeal seeks to raise US$920 million to meet the
massive needs of more than 900,000 refugees from
Myanmar and over 330,000 vulnerable Bangladeshis
in host communities. More than 745,000 Rohingya
refugees have fled from Myanmar’s Rakhine State to
Bangladesh since August 2017, escaping violence in
Myanmar and joining roughly 200,000 others already
displaced in the Cox’s Bazar area by previous
cycles of violence.
