Спасибо всем кто принял участие, 

а также Вадиму Соколову, Болату Бекниязу и Юсупу Камалову за интересные и информативные доклады!

Ниже проект рекомендаций вебинара:

1. Признать вопросы водных ресурсов наиболее важным приоритетом для развития региона ЦА, благополучия людей и сохранения окружающей среды.

2. Обратить внимание правительств стран ЦА, международных организаций, а также частного сектора на необходимость кардинального улучшения управления водой и водосбережения на основе лучших практик  и принципов бассейнового управления и ИУВР.

3. Призвать региональные организации ЦА: МФСА, МКУР, МКВК, РЭЦЦА и их подразделения:

- к необходимости формирования/ обновления общего видения бассейна Аральского моря, а также общих целей региональных программ (ПБАМ-4, РПДООС-2), не подменяя их формулировками, такими как "улучшение сотрудничества";

- усилению и укреплению механизмов регионального сотрудничества в трансграничном бассейне - вместо нынешних изолированных проектов на уровне отдельных стран;

- значительному усилению мер по экономии воды и повышению ее продуктивности, в том числе на региональном уровне, во всех секторах водопользования для устойчивого водообеспечения населения и сохранения природных экосистем;

- восстановить участие и статус общественных организаций в региональных программах и проектах МФСА, МКВК и МКУР с включением НПО в региональные органы управления в качестве лиц, принимающих решения (не только как наблюдателей).

4. Напомнить Казахстану, как Председателю МКУР о его ответственности и ведущей роли  по активизации работы МКУР и реализации Региональной программы РПООСУР;

5. Всемирному банку, Исполнительному Комитету МФСА обеспечить открытость и участие общественности в проводимых реформах МФСА, значимой не только для государств ЦА.

6. Правительствам стран ЦА рекомендовать принять на Конференции ООН по водным вопросам (Нью-Йорк, 22-24 марта 2023) конкретные национальные и региональные обязательства, отвечающие растущим проблемам в водном и связанном с ним секторах в Центральной Азии https://sdgs.un.org/ru/conferences/water2023/about.

7. Продолжить регулярные и открытые обсуждения вопросов управления водой и связанных с ней секторов с участием широкой общественности, и выразить благодарность РЭЦЦА за предоставленную платформу и техническую поддержку вебинара.

There is the draft recommendations of the webinar:

1. To recognize the issues of water resources as the most important priority for the development of the Central Asian region, the well-being of people and the preservation of the environment.
2. To draw the attention of the governments of the Central Asian countries, international organizations, as well as the private sector to the need to radically improve water management and water conservation based on the best practices and principles of basin management and IWRM.
3. To call upon the regional organizations of Central Asia: IFAS, ICSD, ICWC, CAREC and their subdivisions:
- the need to form/update a common vision of the Aral Sea basin, as well as common goals of the regional programs (ASBP-4, REAP-2), without replacing them with formulations such as "improving cooperation";
- improving and strengthening the regional cooperation mechanisms in the transboundary basin - instead of the current isolated projects at the national level of individual countries;
- significant strengthening of measures to save water and increase its productivity, including at the regional level, in all sectors of water use for sustainable water supply to the population and natural ecosystems;
- to restore the participation and status of public organizations in the regional programs and projects of IFAS, ICWC and ICSD with the inclusion of NGOs in regional government bodies as decision makers (not only as observers).
4. To remind Kazakhstan, as the Chairman of the ICSD, of its responsibility and leading role in activating the work of the ICSD and the implementation of the Regional Program (REAP-2);
5. The World Bank and the IFAS Executive Committee should ensure openness and public participation in the ongoing IFAS reforms, which are significant not only for the Central Asian states.
6. To recommend to the governments of the Central Asian countries to adopt at the UN Conference on Water Issues (New York, March 22-24, 2023) strong national and regional commitments that meet the growing problems in the water and related sectors in Central Asia https://sdgs.un.org/ru/conferences/water2023/about
7. Continue regular and open discussions on water management and related sectors with the participation of the broad public, and to express gratitude to CAREC for the provided platform and technical support of the webinar.
