Has the German society been properly informed and is there a consensus? This
panel will feature political, energy and environmental analysts, policy-makers,
and experts on the Russian propaganda and active measures. The panelists will
look at all high-level issues and propaganda messages surrounding the NS2 and
ways in which they have been communicated to the German society via various
vectors, and determine whether the German audience has been clearly informed: •
What have the main tenets of promotion of NS2 by Gazprom and its partners in
terms of politics, economics, environment, security and how true are these at
macro-level? What are the high-level arguments on these points from the critics
of the project? • Should Kremlin be trusted for its political and security
guarantees for NS2? If you are a rational government and industry
decision-maker, should you base your decision to allow such costly and divisive
project primarily on the basis of demand/supply forecasts and environmental
assurances coming from vested corporations and consultants? What is the track
record of Gazprom and its partners in presenting forecasts and objective
comments about traditional and unconventional gas, renewables and other energy?
• What is true and what is propaganda surrounding US LNG versus Nord Stream 1
and 2? What is the commercial market reality between LNG market and Gazprom’s
pipeline gas to Europe? • What is the impact on the German people and the EU?
How are the facts different from the Russian propaganda messaging on this issue?
Has the German society been adequately informed on the subject? 2. Environmental
Impact of NS2 Speakers: • Evgeniya Chirikova • Anne Boehnke, NABU or someone
relevant from NABU • Moderator: What is the environment impact of NS2 on Germany
and the EU in the Baltic Sea region and in terms of climate change? This panel
will enumerate and discuss established environmental concerns associated with
NS2 for Germany, the EU, the Baltic Region, for Russian territories and peoples.
It will also consider the environmental track record of Gazprom. • What is the
climate change impact of NS2? In particular what is the leakage of methane from
Gazprom’s pipelines all the way from production areas to consumers of NS 1 and
2? What is Gazprom’s and Russia’s track record in gas flaring and leaking? What
is Russian government attitude towards rising sea levels and warming of northern
sea routes. • What is the impact from construction of NS2 in the Baltic
countries, in particular how likely the past incidents with oil substances
detected on the shores of Germany can repeat again in the region and what is the
status and outlook for Natura 2000 sites being affected by NS2? • What is
Russian government and Gazprom are falsifying about Kurgalsky Nature reserve
which is passed by NS2? What the consequences of the environmental damage from
NS2 to the reserve for Russia and broader Baltic/Northern Sea region? • Should
the issues of WW2 chemical weapons dumped at the bottom of the Baltic Sea be
considered as resolved as suggested by Nord Stream consortium? 3. Economic
implications of NS2 for Germany and the EU Speakers: • Mikhail Korchemkin, East

Moderator: Has the project and its long-term outlook been critically looked at
from the economic perspective? This panel will feature energy analysts and
economists who will evaluate long term consequences of NS2 for the gas market in
Germany and for the EU. In particular, panelists will at implications for
competition and, what economic and regulatory uncertainties and propaganda on
winners and losers persist around the project. • What are the near-, mid- and
long-term data, analysis and projections on demand, supply and pricing and how
they are impacted by NS2? • How does NS1 and NS2 compare to existing transit
routes in terms of tariffs, load capacity and flexibility, ability to feed all
relevant EU customers under critical scenarios? How much of NS1 and 2 are
oriented towards simply avoiding Ukraine and how much more investment will be
required to avoid congestion and build adequate extensions to reach existing and
new customers? How will NS1 and 2 likely affect gas-to-gas competition in the
region and what are the likely results for German, Western and Eastern European
ordinary customers and taxpayers? • What are the terms of NS2 deal for Gazprom
and its western companies, including Uniper and BASF/Wintershall,
