properties file path

I am trying to use Empire in struts2 but i have a problem in reading
the properties files ,

Did this functionality is supported ,and what is the form of the path
for the file .

I am just trying the example here.

If the the JVM arg empire.configuration.file is set, Empire will look
in that location first. Otherwise it will look in the root of the
classpath for /empire.configuration, failing that, it will look for
the file 'empire.configuration' in user.dir.
