I searched and searched and found questions but no answers. So, I'll
try again :),

The MaxRequest parameter is available for apache but not nginx. Is
there another technique for restarting workers after X number of
requests with nginx?

I implemented this feature (with Hongli's guidance). See
https://github.com/FooBarWidget/passenger/pull/23.

Hopefully, it can be merged into passenger proper for future
generations to enjoy.
