Popup loses focus during Assign to New Field

When I hit Ctrl+1 on a constructor Arg, I can use the keyboard to
select an action, like assign to new field.
Once I do that, though, the little popup with naming suggestions
doesn't have focus. Instead, using the arrow keys just moves the
cursor around in the file.
I've switched back and forth from Emacs+ a couple of times and it
appears the issue is related.
Are there any suggestions as to how I might fix this or if it is a
known bug? It's entirely possible this is a PEBKAC, but I can't figure
it out.
