New Version of Chocolatey Elixir Goodness

Hi all,

Paul Schoenfelder and I have updated the Chocolatey NuGet Elixir
Package to v0.12.5. It'd be very much appreciated if others could
grab the CNG package and test it out. Still lots to be done as far as
better support for Windows but no point in waiting till we can get
some of those other issues addressed when there are people who can use
this right now.
