http://docs.elgg.org/wiki/Engine/DataModel/Entities/ElggUser says last_action is "the last
time they viewed a page", but that's becoming a fuzzy notion. Consider viewing a page with
embedded video, chatting via AJAX (we use CometChat in almost every Elgg site), or just
composing a long piece of text. The user should still be considered logged in.

IMO we should define last_action as the last moment a user was known to have an open Elgg
window. With this notion, it's just a performance optimization to only update it during
the bootstrap.
