When looking at Trac ticket listings, it's difficult to see which tickets have code 
waiting to be reviewed/tested: 
http://trac.elgg.org/query?status=assigned&status=new&status=reopened&group=status&milestone=Elgg+1.8.9

I suggest that the last person to submit a personally tested pull request for a ticket 
should take ownership of the ticket.

Sound reasonable?
