electric fence and snow

In the summer our fence reads about 8000 and the horses stay away from
it. We have 2' of snow this winter and the horses are pushing on it,
they can touch it and not even react. It reads 2500 when grounded to
the snow and 8000 when grounded to the ground rod. Is there any way
to make it work when the horses aren't grounded? Thank you.

sounds like the snow is shorting out the fence. if you can hook up cut off switches on the lower wires so they dont short out that will work. it will keep the top wires out of the snow hot and keep you horses in. once the snow goes away it should be fine.
