To speak for Kishora for a second, a badge in our system is a user
marker. The user is showing up in our Top Comments stream (which is
based on having a badge) but the badge isn't showing up for the
readers (though the same badge is showing up for other readers).

Here is a URL where this reader (Benson) is in Top Comments but isn't
having his marker show up, while the reader under him (BOBinBlueridge)
does have his appear.

Here is another story where this is happening, and the reader above
