Formatted/Revised 2010 Bike Plan document for final review and approval

Hi everyone,

 

I have gone through and formatted the Bike Plan document and made some additional edits (which I red-lined through “track changes”).

 

Here is a listing of what I did:

 

§         Edited thoroughly for grammar and spelling

§         Added fancy pagination(!)

§         Used action verbs/language in the Executive Summary section headings

§         Drafted a cover letter to accompany the Plan

§         Tagged all headers to be able to automatically generate a Table of Contents

§         Created a consistent RECOMMENDATIONS section at the end of each topic area

§         Added a note under the section “Bike Parking Ordinance Detail” about the possibility of working with the COG to subsidize the purchase of bike racks—with a link to this article http://www.mapc.org/resources/regional-bike-parking-program

§         Drafted a conclusion that summarizes our recommendations and makes reference to the Complete Streets Design Manual (coming soon!):

 

Elm City Cycling asks the City of New Haven to accommodate the recommendations summarized below because we know the happiness and freedom bicycling provides. On the other hand, we suffer daily indignities—from precipitation to unsolicited aggression or commentary, to non-existent parking at major destinations—that other users of the street don’t encounter. We know that if our community can address and resolve the barriers to cycling in New Haven, the quality of life of all residents and visitors will improve. At the time of this document’s submission, the City of New Haven is on the verge of having the State of Connecticut’s first municipal “Complete Streets” Design Manual. We applaud the City’s willingness to be an early adaptor of this vastly more equitable approach to transportation infrastructure that comfortably accommodates bicyclists, pedestrians, and transit riders alike.”

STILL TO DO:

§         Mark Abraham: you said you may be able to apply some additional colorful formatting magic that will make RECOMMENDATIONS within each section stand out. Do you also want to create a cover page?

§         Decide how to sign the cover letter to Mike Piscitelli

I just wanted to ask everyone, would it be alright if I were to add a request for a bike box on northbound Prospect at Trumbull when the Prospect Bridge reopens this spring?

Wow, this looks really great. One question: is the budget pie chart still accurate? I think this was based on one of our early brainstorming sessions, and I know we haven't actually costed out most of what's in here, but one example that stood out for me was the $45k set aside for "planning and survey," since Alta quoted us $6k for the survey and I'm not sure what else fits into that category from this plan.

Seems to me that we've sort of laid out a theme here that whatever doesn't go to some other specific program should be dedicated to infrastructure (signage, striping) and parking (bike racks), so when in doubt I think the budget should skew more towards those categories.

Thoughts?

Fine with me.  Do we have sharrows on the already-designated bike route from sachem to college/Elm?

no. I figured (a) that would be a bit much to ask in one year, and (b) that it is a lower priority compared to other things. Now that you mention it, however, I wonder if the whole street is going to be repaved, in which case we should definitely ask for sharrows SB between Sachem and Wall and NB between Wall and Grove and between Trumbull and Sachem.

I don't see any point in continuing the sharrows to Elm, unless the FTA-grant sharrows pick up the route there and take it to Chapel/George...

I'll update the map.

I went ahead and added existing bike lanes to the map. Feel free to take a look through the 7-page list of recommended actions to make sure it all makes sense. I hope you all are as excited about this as I am.

Apparently the wayfinding signs I want the city to install are technically known as a "Bicycle Destination (D1-1c) signs," and the greenway signs I want them to install are known as "Bicycle Route (M1-8a) signs" (as opposed to "Bike Route signs," which is the term for the standard green ones currently installed at the entrances to the canal trail). I have revised the action list to reflect this (attached). In case you are wondering what the heck I am talking about, I have also attached part 9 of the 2009 edition of the federal Manual of Uniform Traffic Control Devices. On pages 799 and 800 are illustrations of these two sign types (Figure 9B-4).

One last thought - does anyone know whether the most recent plans for the Westville route along Chapel and Edgewood include striping a bike lane along the section of Yale Ave. between those two streets? There's plenty of room to do it, but inexplicably there's no lane. If it's not too late, can this be added in to the map as needing striping? I'll push for it regardless as will our new Alder, but it'd be good if our plan showed it as well.
