A fix was made to the easyb-maven-plugin in july that allowed the
passing of jvm arguments to the easyb running environment. Is there a
roadmap for when the newest version of the easyb-maven-plugin will be
released? Would it be possible to get a 1.2.1 release if the 1.3
release is far off in the distance?

There is no reason it can't be just incorporated and released - its pretty straight forward. Actually, its *very* straight forward.

The 1.3 maven plugin with the jvm patches is now released to central. It should be there within a few hours.
