.htaccess not working or misconfigured?

I have the following, and only the following, in an .htaccess in the
root of a few of my sites:

php_flag eaccelerator.enable 0
php_flag eaccelerator.optimizer 0

However, files in those directores are still being cached according to
control.php?

Is there something more I need to do? I've restarted Apache at least a
few times.
