I appreciate your efforts in clarifying the current status of pollution test of locomotives. But the basic question remain the same when all the vehicle running of roads are subjected to pollution check how far it is correct for railways to keep itself insulated take shelter under the guise of law? That too……..when the pollution testing for vehicles is in force for past 20 years. In other words railways in 20 years could not gear itself for pollution testing of locomotives.
Thought it is appreciated that IR is setting up some mechanism for testing the emissions from their locomotives as per international standards. But please appreciate these kind of R& D activities are generally not time bound, 20 years have already passed and still railways has not been able to do it. This proposed comparison with International standards may prove to be of insignificant value if not done in a time bound manner and with a target to implement it and not making it an activity limited for research purposes. I hope that this is not merely a measuring exercise. I request that suitable steps be taken to complete this whole exercise on priority basis.
Further I would like to draw your attention towards the fact while IR is yet to set up a center to measure the emission from its locomotives world is progressing to enter an era of using clean fuel i.e. Hydrogen Power & LNG for running the trains. I hope that IR must have started its thought process in this direction. I would appreciate if you could throw some light on the progress of IR in this direction.

Madam,
In recent past in reply of one of RTI Application Indian Railways (IR) has divulged that locomotive run by it do not pass thru any pollution control test. As a matter of fact, IR consumed a whopping quantity of 256 crores liters of diesel during 2010-11 alone. While it is mandatory for all the vehicle running on surface to get pollution of vehicle tested once every quarter, the locomotives of IR enjoys exemption from this rule. In response IR has stated that presently there is no legislation in the country for limiting the emission from locomotives. It is felt that IR cannot be allowed to shy away from its social responsibility like this. This huge consumption of fuel should not be allowed to escape the pollution test.
Accordingly, absence of any rule, as cited by IR, is playing a crucial role in this patent lapse. Therefore, you are requested to take up & pursue the matter with Ministry of Law for framing appropriate rules for compulsory periodic pollution test of all engines run by IR.
