INVITATION OF SUGGESTIONS/OBJECTIONS ON THE PROPOSAL REGARDING INCREASE IN PARKING CHARGES.
A Special Task Force (STF) on traffic issues in Delhi was constituted under the Chairmanship of the Chief Secretary by the Government of NCT of Delhi vide notification no. F. 3 (9)/Proj./Tpt./2010/604 dated 23.03.2010 in pursuance of the order dated 10.02.2010 of the Hon’ble High Court of Delhi in the WP (c) no. 4572/2007 – Manushi Sangathan vs Govt. of NCT of Delhi and Others and WP (c) No 8580/2009.
The said STF, keeping in view the congestion problem on Delhi roads, during its meeting dated 10.02.2012 has inter alia made following recommendation for increasing the parking charges for the four-wheelers in the NCT of Delhi:
Rs. 30/- for three hours during Non-Peak hours + Rs. 20/- for every additional hour or part thereof during Non-Peak hours + Rs 50/- for every additional hour or part thereof during Peak hours. Rs. 50/- for three hours during Peak hours + Rs. 20/- for every additional hour or part thereof during Non-Peak hours + Rs 50/- for every additional hour or part thereof during Peak hours.
Rs. 1500/- per month for monthly permit for residents of the area (only one vehicle to be allowed per family/shop)
The above recommendation would be taken up for implementation after considering the suggestions/objections of the public which are being invited through this notice. Sub: PARKING POLICY FOR DELHI –DISCUSSION BY STF
Honorable Chair and Members of STF.
Dwarka Sub-city population is bigger than Chandigarh with approximately 15 KM Radius and 5648 Hector Area and 396 KM Road Length. Currently Dwarka Sub-City (Sector 1 to 26). The density of population is around 160-200 per H a. Dwarka have over 300 CGHS and over 50 DDA Pocket RWA's.
We given to understand that you are envisaged to work on Parking Policy ?
We have the following submission:
- Why the Govt/MCD/Authorities not discriminate Delhi Registered vehicles who pays higher Parking Charges and Registration Charges at the time of Registration and pays equal parking charge for a vehicle coming from Gurgaon or other states or registered other states and illegally operated in NCT Delhi.?
- The Residents of Dwarka are different from other places as each every residents flat owner have one or more DEDICATED Parking slot in his CGHS/DDA Pocket bought for higher premium such as Rs. 2 Lakh onwards. They are treated with a person resides in Munirka who uses public land as parking or person in Karol Bagh.
- ECS- The Policy like Master Plan 2021 passed. However, till date the DDA Building department or MCD Building department not take action while Completion Certificate issue to adhered Equal Car Space for Sq. Mtr constructed.
- Then there are builders who build as per plan parking lots within commercial areas then convert into storage or office space and compel the visitors to park on open roads or pedestrian paths.
- MOST DANGEROUS: The MCD/NDMC/DDA allowing illegal parking that too on small roads or on the Pedestrian paths.
We also note failed to see a SINGLE RWA representative in these STF, this should have considered to include RWA/MTA etc for wider consultation and take ground input from all respective area RWA's.
We hope your next meeting will take these point into consideration for discussion.

As this would help both state govt, MCD and you will be doing justice to your Delhi citizen.Logic simple: If you or me buys a new car we pay Rs.4000 which is going to MCD for new parking building etc. What about lakhs of HR/UP/PB or other state registered vehicles ? We read your comments on recent NCR Board throug media. We agree to your suggestion the outside Delhi registered vehicles are on high as compared to Delhi. We all know the reason, in Delhi the charge at the time of registering a new vehicle on various tax/non-taxcomponents are highest. Where as the neighbouring states charges very less resulting many Delhilites misuse and take advantage. It is also noted sizeble number of commercial vehicles are also registered outside Delhi whereas they operate in Delhi.In view of the CWG there will be many commercial vehicle for tourist purpose will be operating. Also more vehicle from neighbouring NCR Town will be coming to Delhi for events and pre-events. This would add more jams. As the Delhi govt and GOI already contributed financially the METRO project and which is reaching to Gurgaon, Noida, Gaziabad. Thefore, there is no no need of many of these vehicles coming to Delhi Central Districts. If one wants let them pay the equal charges(See the comparison of Delhilites who pays advance Rs. 4000 for his car + every time he pays equal parking charge like non-Delhi registered vehicles).Suggestion:The MCD/NDMC/DDA could increase the parking fee by at least double for non delhi registered vehicles ? As Delhi registered vehicles are already paying advance parking charges at the time of registration.This would also help our civic agencies to sustain on funding.May we request your good office to give suitable directions to Commissioner MCD/NDMC and DDA to do the needfull and bring this policy before the Common Wealth Games ?

Subject to documentary evidence such as building plan or Society Office letter of allotmetn or in case of DDA flats DDA allotment Letters.MCD not constructed single modern parking lot in Dwarka nor in Najafgarh area to our knowledge.The Sector 7 -Ramphal Chowk area is under MCD, where multi level parking is required urgently be considered.MCD should charge 50% more parking fee (instead of Rs. 10 for parking the non delhi vehicles should be charge Rs. 20/- depend upon Vehicles Regd No. This will increase the revenue of MCD.3. It is also brought glaring fact that the RPC through F33/RPC/950/C&C date 1/7/2004. exempted the Taxis and Auto Rikshaws. The reason for exeption is not recorded anywhere? These taxis and auto rikshaws actually parked on roads or on public encroached lands all time. Moreover they are on commercial purpose.Suggestion:The exemption given to them to be relooked. The exemption for Two wheelers are genuine.However, the taxis and others must be charged high as well as the rates for Buses/trucks are also much less in comparison with cars.Appreciate the Add.
