NEW DELHI: For passport applicants, the men in khaki are as much a problem as babus. Kartik Bahl (name changed on request) learnt this when he applied for a passport in February. Two weeks after he had filed his papers, a policeman called on the medical student for verification. The man allegedly demanded Rs 400 to give him a clear report.

"When I told him that I was a student and didn't have the resources to pay him, he told me that he had given me a student discount of Rs 100; the going rate was Rs 500. He threatened to file an adverse report if I didn't comply. I had no option but to pay him," Bahl told TOI. But even after three months, the youngster hasn't received his passport. "The online status shows my application is under review. I wonder if they do any work at all," Bahl said.

Advocates Rinky Rani and Vijay Gupta are corporate lawyers with a leading intellectual property law firm in the capital. The couple had applied for their passports along with their two children on January 3. While Vijay and the two children got appointments at the Herald House PSK, ITO, Rinky got hers at the Bhikaji Cama Place PSK. On January 14, all four successfully completed the submission process, and a few days later, a policeman turned up for verification of Vijay and the two children.

"He charged us Rs 500, saying that he needed to pay the computer operator to upload the verification certificate online. We paid him. A few days later, he visited again, this time to verify me. Much to my horror, he again demanded Rs 500. This time, my husband refused. And guess what: the passports of my husband, son and daughter arrived in due course of time, but mine didn't, as the policeman didn't give a clear verification report. I still haven't received my passport. When the same policeman could give a positive report on the other passports, why couldn't he do the same for my passport? Isn't it obvious that our refusal to grease his palm resulted in this?" Rinky told TOI.

What really happens when a negative report is made? "Sometimes the application is put on hold if the applicant wasn't at home when the verification officer visited. In such cases, the applicant can visit the police station concerned and submit his/her credentials, or request another visit. But when an absolutely negative report is made, the application is usually rejected. An applicant has to go through the laborious process of application again," said a passport official.

Over the last week, many of our readers have complained of being harassed by verification officers. A sizeable number of these complainants are residents of Ghaziabad. We spoke to Ghaziabad SSP Nitin Tiwari about it, and he said he was aware of such malpractices happening in the district. "I want to tell the people through TOI that if any policeman asks for a bribe and threatens to mark a negative report if his demand is not met, my office should be immediately alerted. I am monitoring the verification process myself and I will take action against any policeman who tinkers with the law," Tiwari said.

Is anything surprise us here... I applied for Tatkal scheme and even that honourable Policemen was aware its Tatkal and openly says since its tatkal so its urgent for u I know, will you like to get delayed by few months if i write something not good?. This was for one field where i told I am staying in this accomodation for last 10+ years but I have my DL made few years old, so was my Voter Id might be 6-7 years old etc. He was adamant since I showed i had stayed since 10 years so now show me proof which is 10 year old no less no more.. And I realize only proof is one green Bapu and few not so green Bapu :(

What will be your answer?

I faced the exactly same experience where I got my first passport issued. 

Also, for renewal of passport of my son, I refuse to pay any bribe the the result was - For a 5 year old kid the Passport was issued in 7 months after visiting Passport office several times and sending police inquiry twice - first from local thana when I refused to pay bribe and than by Crime Branch (How funny, Crime Branch doing verification for 5 year old kid, that too for re-issuance (not a fresh passport, also means they already have atleast one verification report with them) and where copy of passport of both parents were submitted).

Also, we ourselves saw the case of our neighbors - door just opposite to ours. They applied for renewal of three passports and the verification came for only one. During verification for this passport, Policeman demanded Rs 500 for clearance of verification and the lady was paying him less. The Policeman told her clearly - 'Dekh lo, abhi to aapke do passport our renewal ke liye aane hain. Agar maine kuch be likh diya to koi bhe renew na ho payega'. Isn't it a case of demanding bribery openly?

To best of my knowledge (with reference to some old friend in Police Dept. Technical wing), every person in police department including immediate Supervisor of that Policeman is aware of this bribery. Since they have full support from their seniors, they demand for this openly.

Sad part is we can't complain to any one and the only option to get work done is Gandhi ji , I know it's not correct but some times one is forced to do the wrong thing

Now, all of us should share these practices with TOI also which is widely read, email address given in the story sent by me.  Writing here may lessen our anger only but does not offer any solution .

Dear Sir

What will ToI do.. Will it add something new which masses don't know?. This few hundred bucks was even prevalent in small towns where till my 20 years I wasn't sure what corruption is and how it happens.

Everyone knows everything from all politicians to babus to police to common man and I am sure passport officers are not dropped  from heaven yesterday night in India.. They too have lived in this GREAT NATION :) since their childhood... Main thing is action and that has to come from some good administrators at top levels..

For every area there is a specific khaki man who comes for verification. Some times they may change but generally areas allotted to do this job to a particular man. They use every pretext to make a hole in your pocket. If it is Km. and not Kumar it may be contested as Kumari. First name may be gender specific.

I have read all that has been written,but I have a very different experience which I would like to share with you all.I also applied for 5 passports for my entire family ,basically a change of address.The verification process remains the same.4x passports in TATKAL and 1x passport  in gen cat.
A police person came for verification to my house,whose name was Mr Naresh,having mob no +918750066109...I must say and admit, a person with high integrity.First time he came for verification of 3 passports.He didnt even have a glass of water offered to him.Did his job with a smiling face and left.He came back again after 5 days for the verification of other 2 passports.Did the verification of 1x passport but couldn't complete the other one as my daughter was out of station.So,he requested us to call her back to delhi for completion of the process which he said was mandatory.After 2 days I called my daughter for a day and immediately called up Mr Naresh on his mobile and told him that my daughter is here for one day only and he obliged by coming home after 1 1/2 h and completed the process again with a smile.He never asked me for anything and I never offered him any thing and till now I have not faced a problem.
Believe,you me,this gentleman(Mr Naresh) ,I consider him as a man of complete integrity as he never spoke or asked for anything from me.So ,I can definitely say that all fingers are not alike and there are good and bad people in each organization.If any thing of that sort happens ,please put it down in writing and give it as a complaint to the police station.In case it is found at any stage that the verification was ? the reason has to be given by the person concerned.The same can be questioned.You must know the name of the person and his mobile no.and if possible take a snap of his when he visits you at home for verification.He would never dare to ask you for any bribe.This is my experience.Thats the reason I gave the mob no.of the person who came to my house for verification of 5 passports for any one to check and confirm the details I give here.

I am really surprised that just person do exist in this system but i know exceptions do exist.. Not sure if your Colonel tag helped since these problems are generally faced by common man and I am sure a normal policemen won't dare to ask bribe from officers in the Armed forces. Atleast they won't degrade to such levels which atleast is appreciable.

Again, I am not saying such honest person don't exist and I might be 100% wrong too but still have heard cases where big govt. officers are not given same treatment like a common man when going to different govt. offices.. These problems are mostly faced by common man or private sector people i feel who are always helpless when it comes to any govt. deptt..

People who were asked to pay bribe should prepare complaint in writing and  if ten of us go with the complain to the DCP of the area concerned , action will be taken.

I broadly agree with the views expressed by Col Yogi. I too had similar experience when I applied for renewal/change of address in passport on several occasions in the past. If your documents are complete and you have nothing to hide, you need not compromise with the person coming for verification. Of course, all the persons coming for the job may not be of the same integrity as the one mentioned by Col Yogi. Not only that, they also sense the susceptibility of the opposite person (under verification) to yield to their demand. For example, they would not dare ask for money from a person with defence background or holding a similar position in the government service. It may be borne in mind that the person coming for verification has only a limited authority and he cannot concoct the facts. In case there is unusual delay in the processing of the passport application it would be advisable to pursue the matter with the concerned authorities in the passport office by sending email/postal reminders. The police authorities are also answerable to the Passport office and as such cannot sit over the verification enquiry for too long. It will be pertinent to apply for passport renewal, etc. well in time rather than at the last moment.

sidhu has been pertinent to compare the treatment given to dacaits sitting in parliament and the cricketiers caught in IPL saga.ROot cause is lack of governance.there hv been so many policewalas/politicians on payroll of underworld. an honest citizen may be forced to toe their line.Who does not know the trafficing taking place in women and childeren.U all know the passport episode by now.Phir bhee hamara BHARAT MAHAN
