Had Dwarka been East Delhi, water problem would have been sorted out quite earlier.

Haryana leaves Munak canal to new GoM

The 5th meeting of the Upper Yamuna River Committee — critical for Delhi to decide about its share of water from the Yamuna basin — on Tuesday ended with Delhi and Haryana deciding not to discuss the controversial Munak Canal issue as a new GoM has been set up for the same.

“The Centre had last week formed a new Group of Ministers (GoM) for the Munal carrier lined channel, the related debate about benefit of savings of 80 million gallons per day water and the fight over a cut by Delhi within the national territory on the Munak channel. Because of this development, this item on the agenda was not discussed as both Delhi and Haryana preferred the GoM take a stand on the issue,” said an official from the Water Resources ministry.

The new GoM is headed by hme minister Sushilkumar Shinde and has Union water resources minister Harish Rawat as one of the members.The official said other inter-state issues such as Haryana-Uttar Pradesh and Haryana-Rajasthan too were decided by respective states  and hence were not discussed at the meeting.  The meeting was chaired by Rawat and attended by Delhi and Haryana CMs and irrigation ministers of UP, Rajasthan and Haryana.

Reference above news item. It was published in TOI on May 29, 2013. In the news item it was mentioned "..... Hooda said the canal work had been completed by his state but Delhi must plug the “unauthorized cut” at Iradat Nagar to make it operational." 
The main thing is as mentioned by CM, Haryana, if the cut at Iradat Nagar is unauthorised by Delhi Govt. is not closing it forthwith.

New Delhi: Haryana CM Bhupinder Singh Hooda on Tuesday opposed the referring of Munak Canal issue to the second Group of Ministers. 
    Haryana supplies water to the Wazirabad pond through an existing canal. As the canal is old, much water is lost through leakage. The Munka canal aimed to save 80 million gallon per day (MGD). Delhi, which funded the project, has been asking for this share, but the demand has been stonewalled. According to a statement from Haryana, Hooda considers this a “non-issue”. 
    The two states failed to resolve their differences over a cut made by the Delhi government in the Munak Canal for diverting water to its Dwarka treatment plant at an inter
state meeting convened by the Centre on Tuesday. Addressing the fifth meeting of the Upper Yamuna River Board, Hooda said the canal work had been completed by his state but Delhi must plug the “unauthorized cut” at Iradat Nagar to make it operational. 
    Hooda reiterated that his state was supplying more water to Delhi than its due share as per the 1994 MoU. He added 
that Haryana was getting much less water from the Yamuna at Tajewala. He reportedly claimed that Haryana’s share during the lean period is more than Delhi’s, but the actual quantity Haryana is getting was less than what it gives. 
    He added that there was a decline in the contribution of water from Sahibi, Krishnavati and Dohan rivers, tributaries of the Yamuna, because of 
the construction of check dams by Rajasthan in the catchment areas. This has resulted in acute water shortage in southern Haryana. 
    Hooda claimed that Haryana has helped Delhi in respect of drinking water. He said there was a breach in the Upper Ganga Canal, which feeds the Sonia Vihar treatment plant. Haryana diverted water to Delhi from its own share without waiting for the formalities, a release said. Sources said that in the board meeting, the two states agreed on regular repair of the canal, the cost of which will be borne by the Delhi government. 
    “I emphasized the urgency of Delhi’s drinking water need and sought cooperation of the member states and the Centre,” chief minister Sheila Dikshit said after the meeting.
