I found this work in good progress.
Hope such corrective measures are taken by authorities.
We now expect the NHAI scrap this Concession agreement with DSC Ltd. Which was earlier Jaypee DSC Ltd as Delhi Gurgaon Express Ltd. God only know how these names keep chaning and goal post also.
 
With so much of traffic piled up at that Toll Gates, hope the High Cour will accept the NHAI plea.
After all residents of Delhi and Gurgaon were demanding to scrap this project. As this agency have only interest to collect the toll.

Will we able to see light of the Project of service road this year ?

 

We noticed between Entry 18 exit 20(Rajokri and Dwarka Link Road0 some private builders on the adjacent plots pouring earth to connect directly to NH8. I am sure this is with NHAI permission only and then they will go for court stay for service road ?

Today , evening ,I have seen that DSC have started , this service lane ,but  near Domestic Airport ,. LH side /Airport side, but it has been started , from the other end , where it is not required urgently, see the working of NHAI , which seems to be anti public demand.

We have been asking ,for taking up the service Road , opposite , Satvir Service Station , but all in Deaf Ears.

The Lack of Servie Lanes are still causing problem this week also reported one more biker met with accident and probably lost life, before the Radisson Flyover. Mr. Singh do you have a response on the service lane. Do you suggest we need to approach apex court for justice to protect the safety of commuters?

 

The Petrol Pump before Dwarka Link Road after Rajokri Flyover is causing serious risk as it is allowed to open access from many points by NHAI.

 

We are also requesting UTTIPEC(in copy) to look into this aspect in connection with Project No.8 proposed.

    1. I hope Mr. Singh you have some sense of responsibility and sense of humanitarian approach. We have addressed issue on the vital loss of human life that was the prime important part of that grievance email. You don’t value human it seems. Probably across the National Highway you may be getting every day reports of loss of human life? and it won’t affect you?
    2. The traffic jam on the Radisson Flyover is ROUTINE PHENOMENON. If you need to proof there is no such routine phenomenon. Please provide us the video and pictures for the portion from Rajokri-Link-Road till Raddisson underpass for the month of December 2009 and January 2010. We are ready with our proofs. If you don’t provide us proof that will be proved beyond doubt that you are telling TRUE LIES at the behest of Jaypee DSC. If any of the commuter want to make complaint on the displayed no. 014-2450800,, Do you think they register and record the complaints? We have enough reason to believe that even a peon of NHAI would not be checking those complaints and monitor them.  We know there are many corrupt officials in NHAI. For your records I just attaché photographs of traffic piled up from Radisson till Rajokri and on Dwarka Link road a usual scene.
    3. If you have not lost the reading capability a simple question we put which you may have intentionally not replied “WHO OWNS RESPONSIBILITY”. The email of 8/10/2009 addressed to PM of this Country of your(NHAI) behaviour.
    4. It also demanded enquiry against NHAI based on TOI [1]report that report based on Corporate affairs Ministry report. You have no answer to this ? Its not an allegation by lay man like us.  This in addition to what MRTP report. No reference to our email dated 26/8/2009?

Q 2 & 3. We appreciate your genuine response and understanding the MPD2021. So in your official response the MPD2021 is still in DRAFT stage and not notified yet?

  1. We whole heartily compliment NHAI proposal to increase  ROW to 100M. The question remain unanswered among us is that now who will part 20 meter on each side with private farms, hotels and commercial establishments.
  2. You even failed to remove those big advertising hoarding all along highway causing distraction to drivers and invites accident and even court directed, but you failed to act.
  3. Concerning service roads: Mr. K V Singh, have you ever travelled on NH-8 Express Link between Delhi and Gurgaon Border ? Your answer tells that you never travelled. There is no service road from Rajokri flyover till Link Road ( Old Delhi-Gurgaon Road or connecting road to Dwarka). This portion is left to help whom ? Do you think we don’t know ?
  4. Agreed service road portion from Link road till Palam flyover not been able to build because of AAI and Defence not handing over. Will you publish relevant documents  including meetings with them(AAI & Defence) on your website ? As absence of service road is causing deaths, NHAI not own that it must be AAI and Defence Ministry. Why don’t you disclose that to public through your website. Also the same area that is with AAI as claimed by you used in the past by the contractor during the construction period? Now not available to public(the area outside boundry walls?
  5. You have  very smartly disowned the responsibility and put Two wheeler/Three Wheelers. You talk of discipline of others what about your own discipline. You need how many reminder to respond to a letter. Mr. K V Singh are you following all the rules that set by Ministry of Transport& Highways, Ministry of Personal, Ministry of Administrative Reforms and CVC ? An introspection may be desired. We are not saying that the 2/3 wheelers are not using the main roads and flyover. Why they are using, have the NHAI/Jaypee DSC tried to educate them, guide them by posting few more guards at intervals ? Yes there are guard’s stands on both side of the roads at long distance. Just call any one of them and ask them what they suppose to do. Have they been briefed ? Have they been trained ?  Are the service roads are free traffic moments ? At any given day you will find trucks or commercial vehicles parked. At some places where marriage functions the visitors cars are parked or in market area like Mahipalpur  and Rangpuri the service lane is being used as parking place , by Hotels , and car repair  Roadside shops, mere remain less than one lane. Have you taken action in coordination with Traffic and Local Police ?
  6. We really appreciate solution can by find if TRIED : Get Delhi Police/Gurgaon Police and guards keep one stretch in one week regularise at every interval and divert, guide and monitor all 2/3 wheelers. Give proper visibility of those restriction warnings 2/3 wheeler from main road with pictures. If not able to achieve 100%, we are quite sure if sincerely put efforts at least 70% of them will be using the service road. Also to be ensured the service lanes are kept free for smooth traffic.
  7. The allegation of commuters entering tag line found no sanctity and vogue. You may kindly check the Video camera installed at toll plaza. There are huge lanes even on 26th Jan 2010 (being national holiday) on cash lane, where as the Tag lane had very few and I have noticed not a single one violating cash lane and trying to enter through Tag. Yes, there may have occasions when commuters got frustrated or due to emergency used tag lane instead of cash as the cash lane had huge lane. Just check the records of cash collection and movement of tag, you will lot of disparity in terms of volume there is not many counters. Even you will find tag users are waiting on Que and lane. The concessionaire in proportion to traffic the cash lane have less counter. Also look at heavy OVER LOADED Commercial Vehicles are allowed to the same toll plaza violating and inviting contempt of court direction on overloading  and restriction on heavy vehicles. There are No Separate Lanes for Commercial Vehicles . Also all these Commercial vehicles Should Not be allowed to Enter This Expressway during the Peak Hours. Instead of asking concessionaire to facilitate you are trying to justify and advocate for concessionaire. Are you been paid by Contractor or by Govt? Your letter also look like drafted by some staffs from Jay Pee DSC as if. You start blaming the commuters for evening and NO WRONG on your NHAI and Concessionaire part. Are you sincere?
  8. Whether the concessionaire is allowed to collect toll with Provisional Completion Certificate need to be answered before MRTP and Ministry of Corporate affairs and may be further in some courts. With word Provisional, we found no legal reason to agree that concessionaire allowed to collect and what happen to collected amount etc.
  9. Foot over bridges: In Delhi area there is only 2 foot over bridge(1 at Toll ends in Subrato Park and one in Palam Flyover) For which also concessionaire getting huge amount from renting out for Mobile Towers etc .  There must be one  more FOB near Shiv Moorty also in some other places.
  10. The credibility of RITES-Sheladia will be only known in this matter if detailed investigation are done by some agency. On what condition the final certificate is given is still not known. There are many uncompleted work. Do you have list of uncompleted works ? if you could share with us then we will be able to give our inputs.

Q 4 Mr. K V Singh do you  think ,we are kids ? We know the scope and area of operation etc very well. The traffic jam on Link road is due to piled up traffic on NH-8 from Radisson till Shivmurthy and some time till Rajokri Flyover. Earlier it was more because as rightly mentioned in your response the Kapasehra junction smooth merging have worked. We thank you for the same and we appreciate the speedy response after I spoke to one of your official. Q. 5. Mr. Singh How many petrol pumps are there on Delhi stretch ? You have NO CLUE where this particular stretch or location? There is saying that love and money make a man blind. Anyway we are talking specifically about the service road from Rajokri Flyover side till Link Road (Kapasehra –Old- Delhi - Gurgaon Road –Dwarka-Road junction). Are there any problem of land acquisition in this part ? Whose land is along and outside the barricade portion of the existing NH-8 ? Please don’t put words into our mouth Mr. Singh. Do you have service road from Entry No 18 (Rajokri Flyover SIDE road to exit No 20 (near Petrol Pump) toward Dwarka-Link Road .

  1. The speed are high than prescribed. How many speed limit boards have kept by concessionaire on the Delhi-stretch ?Could you give us some idea ? The speeding of vehicle is certainly restricted as per CMV Act. Any violation to that the Traffic Police need to take action. We are also in touch with Spl. CP and Jt. CP Traffic in this stretch traffic matter.

Well its Detailed Project Report and Projection by RITES need in-depth study and we will try to get citizens who may have knowledge to study and comment in the later stage also awaits other enquiries. It is also pertain to mention recently the concessionaire sought compensation from Delhi Govt for building tunnel road for Airport. Whereas we noticed the existing toll includes possible toll leakage. We would like to know the details. If NHAI disclose the complete contract, it would help the public at large to study and make precise violation of contractor. Why NHAI is not disclosing the contract under suomoto declaration of Section 4 of RTI Act 2005 is not known yet. What are the other revenue sharing agreement with contractor? What is % of so called UNDISCIPLINED commuters ? Not a single word on concessionaire lack of Toll lanes and facilities. We would like to know how many NHAI officials private vehicles have Tag? Or free access. Have any of you travelled and experienced the problem of the commuters ? Have any of you interacted with commuters ? Have you put suggestion box and centralised complaint number of NHAI for grievance ? Have you displayed email/telephone/fax and officially paid mobile numbers for commuters to contact in case of grievance and problem ?  We may agree that the scarcity of tag may have resolved but % of majority are cash lane, who are ignored, ill treated and discriminated and even abused by your own letters confirms. This is not expected and not desired from officials who take salary from exchequer. Regarding RTI: The Relevant portion of appeal u/s 19(2) is already with CIC as well as Complaint U/s 18 of RTI Act 2005. The info sought specially on Q No. 2 on contract agreement as it have larger impact and public need to know. Hiding the same is only helping the contractor not the country and its people. You will also noted that the RTI filed on 31/3/2009 The reply was well over delayed and was on 8/5/09 and partial. Even FAA not given hearing opportunity nor considered in spirit the appeal u/s 19(1) of RTI Act 2005. No response received to email dated 23/6/09 following FAA order. We still don’t know what is the pending work on this road. At least we think there are many. Look at the shabby look of the highway, initially there were huge announcement of green along, now there is very few.

 

We would like to know the following at the earliest :

 

  1. The existing court cases against NHAI or Jaypee DSC concerning the operation of this express link.
  2. The complete contract with Concessionaire through NHAI website for public. The public have right to know what exactly the contract and list of items and relevant details to cross verify any deficiency.
  3. Present enquiries by which are the institutions and if reports received publish them under sue Moto declaration and ensuring transparency.
  4. List of staffs in NHAI Delhi operation with over 3 years in the current location violating the CVC circular.
  5. Have all the officials of the NHAI submitted their annual assets to NHAI Personal Administration.
  6. What action NHAI is going to initiate , for widening of this NH-8 portion in Delhi , and when?
  7. When NHAI have asked the Delhi govt. for acquit ion of the Desired 20 meters land  on each side , to make it 100 Mtrs wide.
  8. When NHAI is going to ask DSC to put cameras for  checking the over speeding vehicles and stop the  Entry of Overloaded Commercial vehicles , on this stretch.
  9. Have you implemented water harvesting on this stretch ?

Again there is fatal accident of biker. DEAD BODY is lying on the road.
WHO OWNS RESPONSIBILITY?
It's SHAME and Govt is not taking any action against NHAI and Contractor DSC.
