18West tile placement restrictions

Do I understand the new rules correctly that the DRG, if opened in
SR1, can only lay tiles in row G between G4 and G12, until after a 3
train is purchased? Similarly, the Great Northern can only build from
B21 westward to, presumably, Boise?
