several people as GenCon asked if the lack of #5 was intentional, so I
thought I'd verify that all #5 tiles are moved, or should it just be a
reduction of one #5 tile from the mix?

The tilesheet file is the only one over which I have no control, since John
generates it using his own software. I've considered making a small plus-up
sheet, but I'm waiting for him to come up for air: he seems to have been
pretty busy lately, as I haven't actually heard from him since MidSumCon.
The short answer is, there are no narrow curve yellow tiles of any sort in
the game any longer: there are only broad curves and straights. The actual
count of yellow City tiles is three #6 and two #57. At present there are
only four locations where these tiles can be placed (Dago, Austin/San
Antone, and the two Springfields), and one of them (Dago) will only take a
#6. It's certainly possible for all three to be used (and none upgraded) at
the exact moment the SP or TP needs to drop one in Dago: the obvious
solution is to build around, upgrading LA to green.

You don't need to hurry on my regard. I was just curious about the
intended tile mix.
I just realized we accidentally left tile 401 in the mix which meant
San Diego was $30 as yellow instead of $20. Changing that to the
correct tile should slow down both the Southern and the TP just a bit,
which is a good thing.

I agree that it's possible to block people with the current track. But that
will be true even if I include the brown upgrades.
I suppose I need hardly point out that now that you are aware that the
grangers aren't involved in the process, there won't be nearly as many
builds anyhow.
I have played one game of 18West where the graingers were allowed to
upgrade to green track. In that game the track in the eastern zone
of the board was almost fully upgraded as the graingers had so many
upgrades and so little to do. As such almost all plain track hexes
were upgraded to wall off 'undesirables' from having access to
Chicago. Also during this period the Land Grant companies were not
surprisingly concentrating on building to their destination. This
meant that the graingers essentially defined the layout of the
railways east of the Mississippi.
This will be slightly slowed down by the rule change that the green
tiles are only available when the first 3 is bought rather than at
the beginning of OR2.
Of course all of this is based on plays of the game without using the
latest rules. If it is no longer relevant, please ignore it.

I expect there will always be an impetus to cut off communications to
frustrate other companies. The question as always is, does this impetus turn
out to be more attractive than the contrary impetus, which is to open things
up? That's a question which revolves around the strategic implications of
the two approaches, not tile availability. Adding brown tiles to the mix
simply puts off the evil day one tile generation: you can't solve a
strategic dilemma by adding tactical options.
I will only have failed if, in the end, everyone is following the exact same
strategy. As long as there is some tension between the builders and the
blockers, I will be pretty happy. And if I add brown plain track, we will go
back to the era in development where the entire eastern area was a dense
pack of brown tiles (they were mostly dot towns, under the rules as they
then existed) and everyone is following the same tortuous route.
Yes, this means there will be games where some companies son't have access
to New York via Chicago or St. Louis (gasp!). It may even mean there are
some games where some companies don't have an E-W run at all. Oh, the
humanity!
Well, guess what? That's almost systematically true now of the UP, unless
you go out of your way to prepare for it (by buying up the CRIP or the MR
and either CBQ or CNW). Yes, that makes the UP a weaker company (along with
its lack of either x2 or B tokens). Well, not all companies are created
equal: that's no different in this game than in any other game. Can you win
in 1830 with just the NY&NH and the B&M? Maybe--but it's an uphill struggle,
unless you contrive to pick off two 5-trains.

That's not a bad design goal. It's nice to know your intent. I'm
less likely to make coments that are off Target that way.
