Yes, the macro is here:
http://dotcms.com/docs/1.9/MailingListsMacroAll lists that have the "Allow Public To Subscribe" get caught by this macro and included in a little form (which you will need to style), with checkboxes and a submit button. On submit, the macro identifies the logged in user and subscribes them to the list.
You will have to create a sign up page or something where user can supply name and email to create a generic non-permissioned user with.
On the same page you could have one widget that checks to see if the user is logged in, then call the #mailingLists() macro, if not then display the register form that creates the user... something like that.
