Japanese update

Hi there,

I'm a new contributor, currently at PyCon 2012 Sprints. I've found out
that I did a pull request on github for the contrib/admin japanese
translations 2 months ago, and nothing has been done, because I didn't
follow the good procedure which is updating through transifex.
Therefore, I'm going to fix that now, nice to meet you !

I need to get authorized on the japanese team.

Notice that in https://docs.djangoproject.com/en/1.3/internals/contributing/#submitting-and-maintaining-translations , the url at "On the “Translation Teams” page" is 404 error, needs to update the doc
