Creating categories from the console

I've been trying to create a category using the api console, using the
method documented here:

http://disqus.com/api/docs/forums/create/

When I supply the shortname and the category title and POST, I get the
following response:

"response": "Invalid argument, 'forum': User does not have admin
privileges on forum 'shortname'"
}

...which makes no sense, because I'm logged in with the account that
created the forum in the first place, and thus is the primary
moderator.

So does this method simply not work, or is it the "premium" issue I
encountered a while ago:
