Does Chrome beta for Android smartphone have WebRTC enabled

Anyone know where I can download the app.
I need to test my experiment project on my Galaxy S4. The pre-installed Chrome can't view WebRTC stream or get access to camera and microphone.

Well, it's not working.
No microphone and webcam access.
No websocket connection.
Cannot play mp4 files.
Without those, broadcasting live from a filed test is absolutely unable.

AFAIK, WebRTC is sitting behind a flag in Chrome beta. Did you enable
