No - it's currently a plugin that you installed and so it's not a general API gig like WebRTC quite yet. I'm betting they'll eventually replace the plugin with WebRTC PeerConnection/getUserMedia calls, but migrating the world is gonna take some time.

Hangouts (as currently deployed) uses a plugin, not WebRTC. Plugins are not bound by getUserMedia() rules.
A hangout built on getUserMedia will have the popup.
