inband fec in opus

Hi guys,

OPUS inband FEC is apparently not enabled. Any reason for that? I looks like all the pieces are there and it is a matter of enabling it and periodically updating bitrate/packet_loss. The results in opus website are pretty good:

We're still working on getting the interactions between Opus' PLC and our own PLC from NetEQ resolved. We may enable this in the future, but note that inband FEC only works when Opus is running in SILK mode, so it has no effect at higher bitrates.
