I think it's ok just to parse the module twice. Due to lazy evaluation, if you only demand the exported type signatures then it won't properly parse or type-check the rest of the module body.

The parsing process itself is a fairly small fraction of overall runtime. Most of the time is spent in the type checker and various transforms (with -O).

Ah - but I need the parsed module (for exported functions' types etc) to
typecheck the rules. I was trying to avoid having to load/parse the module
twice. I could make it load the module in Main, then pass that along to
cmdMake etc...
