That's not an API question, unless I misunderstand. That's a page on the main web site.
I don't actually know the answer to your question, as I didn't work on that part of the site. I'm pretty sure that page is limited to recent activity, for performance reasons. The idea is that each of the friends' profiles offer their full history, so it's OK that it isn't duplicated in the profiles of each of their fans.

I just added a user (on digg) to my friends list who has commented
hundreds of times within the last month, but only his comments from
the last 7 days show up in my 'friends comments' section.
To try it yourself, just find a very active commenter on digg, add
them as a friend and then check the friends' comments page.
I used this guy: http://digg.com/users/alapoet I have no idea who he is, but he comments a lot so he was perfect.
