From running other google groups, the best option is probably to collect a group of people who are willing to moderate posts, and turn on the setting to require moderation for the first post from any account.

It sucks because it discourages your newest members if you get behind in moderating, but it's effective.

Yes this is the best way.  Even for high traffic groups, it's not much work.  If you are following the group anyway, and check email often, most posts get moderated in a few hours.
