We would like to offer email archiving for our own and customer use using
CommuniGate Pro. I started to researching the options and would like to know
what others are using and recommend. We would prefer to stay on the low
budget side of things.

Any input would be great.

What about using Mailspect Archive

It seems to be quite cheap. I am waiting for an updated realease of
the virtual appliance:

The current release could not be imported on my esx i machine...

Check out Mailspect (MPP). I have only used it for content scanning
personally, not the archive functionality, but the product has generally
worked well in my experience.

This should be possibility:
 
 
it is pretty easy to install  and works fine.
just copy all mails, sent or received by your server, to a single account by an commnigate rule.
 
mailarchiva can fetch all mails from this account by POP and makes the archive.
