I've just set up newsgroups at news.demon.co.uk on a completely new
computer.

demon.service is ok, but subscribing to demon.announce only shows messages
up to May 2008. Does it no longer exist? If not, is there a replacement?

Apart from two spam postings (the appearance of which is strange in a
moderated NG), the last message I ever received in demon.announce was
from Malcolm Muir, dated 06 November 2008. However, it still appears to
be an 'active' NG.

It's apparently not the policy of the current management to use it.

The group exists, but I don't think that any messages have been posted
to it since Malcolm Muir left Demon. However the mailing list version
continues. You can subscribe to it via this web page:

http://www.demon.net/helpdesk/announce/

Past announcements are also listed on that page, so you can check if
you've missed any that weren't posted to the newsgroup.

Newsgroups rarely cease to exist (IME) -- they just wither away.
But in the case of d.announce (moderated) I would hazard a guess
that nobody at C&W/Thus remembers who the moderator is...

Postings ceased quite a while before Malcolm Muir left (and I'm guessing
that he was the 'main man').
