Problem mit Babel-Shorthands und hyperref

Salvete amici!

Nachdem anscheinend ein ähnliches Phänomen nur bei mir lokal auftritt
(vgl. <dctt-699241822.201314$10....@virsperans.my-fqdn.de>), bin ich
unsicher, aber auch das Folgende tritt bei mir reproduzierbar auf.

Wie sieht es bei Euch aus; kann ich etwas ändern?

Die Babel-Shorthands "~, "= und "- und vermutlich noch mehr werden
innerhalb von „\href“ nicht erkannt, siehe dazu folgenden Code unten und
die entsprechende kompilierte PDF-Datei unter
http://speravir.website.org/files/temp/babelhreftest2.pdf (wird nach
einiger Zeit wieder gelöscht).

Im Original war es ein mit LuaLaTeX kompiliertes Dokument, aber mit
PDFLaTeX sieht es genauso aus.
