the Office of the Comptroller of the Currency as the best that they had

* Analyzed and recommended specifications for future purchases
that were compatible with the existing base of hardware and software

* Designed, developed and implemented, in less than one year, the
law and appraiser regulatory program to conform with federally mandated
Title XI of Federal Financial Institutions Reform Recovery Act of 1989
(FIRREA). This work resulted in D.C. and Vermont being the only
Jurisdiction and State, whose laws and programs were recognized as being
