I just had a look at their license and I didn't have to wait long to come to a conclusion.  Their first term, "... now grants you a revocable, ..." demonstrates that there is a severe shortage of clue at HRM. 

They might have the right ideas at heart, but that data is poison.  Why would you even touch it if they think that they can come after you and say, "oh no.  you can't use that data any more."

This, as a bluenoser now living in Toronto, this is no surprise. The NS government officials are always scared to do anything.
This license is an example of the shortsightedness that continues to plague the province.
