RFC: How to find consensus

Hi there!

I think one problem we usually have is how to find consensus on
certain points. I therefor proposed a process on how to do that:

and I am following the rules I put in there ;-)

This process tries to solve the following problems:

- discussion is only happening between 2-3 participants in here
usually. This is not enough to get a broad set of opinions. So we need
to get more discussion happening.
- there is no way yet how to finalize a proposal.

In order to get things moving I put up this process which was very
spontaneous but it's aim is to do the above 2 things. So discussion
time is then until next saturday (May 24th) and voting time will be 3
days from there (will close on May 27th). Probably we have to give
times as well so make it all 12pm GMT.

I will now also post it to the blog and my blog as well.
