  I would argue against using the W3C because they represent their &lt;br&gt; member institutions rather than being open to all. &lt;br&gt; I also don&#39;t get this obsession with standards bodies - if a group of &lt;br&gt; people agree that it is a standard, then it is a standard.

  Agreed - the need for milestones and concrete action is definitely &lt;br&gt; here, and the action groups should do an excellent job of moving &lt;br&gt; things forward. Might also be an effective means for separating the &lt;br&gt; people willing to get their hands dirty from those more keen on &lt;br&gt; dropping names when it suits their agenda.
