Consultation response to the Ipswich Local Development Framework = proposed meeting

I will be updating the Cycle Ipswich (and CTC Suffolk) transport
response to the LDF over the coming weeks.

The previous drafts have been written in such as way as to encourage
the Borough to propose its own detailed plans to meet the regional
transport strategy policies. This time I will be aiming to provide
more detailed recommendations for the policies where they have failed
to do so:-

I am now arranging a meeting to go those the outstanding issues and
discuss any changes. If people would like to come then please let me
know which of these dates would work for you.

I am also inviting Transition Ipswich to join us and possibly also
endorse the document.

The 9th and the 11th are both OK for me - can't do the 12th. I'd like
to input from Transition Ipswich - but I'm not yet sure that I'm up to
speed on the issues. I'll do my best to get a handle on them before
the meeting. I could possibly do the 12th if the meeting started and
finished early e.g. 7 - 9 pm.

12th sounds good and I think it is always good to be wrapping up by
about 9pm. Shall we go with a 7pm start?

A very thorough work, for which thanks to Peter and other
contributors. The response says in part :

"The section on the ‘Wet Dock Crossing’ fails present convincing
evidence as to why traffic volumes on Star Lane can not be reduced as
per the consultants report or demonstrate that there is sufficient
political or financial support for such an expensive road to the
built. It also fails to explain how this scheme is compatible with
reduced climate emissions from transport within the Eastern Region.
We believe that the Local Development Plan as current proposed with
its strong emphasis on increasing road capacity and car parking and
lack of imagination and initiative on other transport modes is
unsound, is too expensive, will increase carbon emissions from
transport and will be rejected by the inspector on the grounds that
there is no policy support or funding for a major urban road project
within Ipswich."

and if that is a fair summary, this LDF document lacks even the
rhetoric of sustainable transport policy, let alone tangible steps to
prepare for the scarce-oil and post-oil future. For a densely
populated town, that is extraordinary. I suggest more Cycle-Ipswich
subscribers who live in the town should submit comments and talk to
their borough councillors to make clear views from CycleIpswich and
CTC are not lunatic fringe, but more in line with national guidance
than the present LDF draft.

If so, I'll try to come as I want to help with the submission if
possible - and help Transition Ipswich to formulate theirs (now in
progress).

I suggest the following agenda

1) Introduction to the LDF process and how it fits into transport
planning

2) Briefly discuss the main issues that should be addressed from a
broad transport perspective and what the issues are (cars, buses,
walking and cycling)

3) Agree on a set of strategic cycle routes (continuing the work we
did at Endeavour House) and issues relating to these.

4) Other cycling issues - cycle parking, training, speed limits,
parking in cycle lanes, road surface quality


At another meeting I suggest we could then cover

1) Cars (residential parking, town centre parking, employment parking,
cost of parking, air quality, how to encourage modal shift) rebuttal
of Wet Dock Crossing road bridge
2) Buses (priority, routes, fares, comparison of cost of car parking
and bus fares)
3) Walking (pavement quality, puddles on pavements and crossing
points, fly-parking of cars on pavements)

I would be happy to be part of this second meeting, but other cyclists
might want to focus on cycling.

For people who can't make it we can experiment with using Skype to
allow people to listen in and contribute. If you want to try
participating using skype then let me know.
