[Kerberos Club] A few character gen questions

So, I'm setting up a game of Kerberos Club, and having great fun with it. It is, however, my first time with Wild Talents characters and the Kerberos Club rules themselves, and I have a few questions after character gen. The first of which is, how do the skills points work? I love the new skill system to bits, but the sample characters all seem to break the rules by not spending 60pts on normal dice like the character generation guidelines expect of you - and thus they can buy more powerful and expensive dice in their skills than PCs do. The players all had difficulty spending those points without running out of ideas...

Secondly, it seems to me that the Anachronist Archetype is often a waste of points - it buys the very expensive intrinsic Mutable, and only allows the buying of foci and Gadgeteer. But if you have Gadgeteer you can pretty much ignore mutable, if I understand it correctly - it lets you buy permanent new powers as Foci of itself, even without Mutable. What am I missing?

Thirdly, Gadgeteer and Cosmic Power are both extremely expensive! Is a 2hd pool in one of those worth the effort? What would be useful to back it up? I have a magician and an inventor in the party, and they each went for 2hd in their pet power + a couple of loose powers on the side; does that sound sensible to people who've used the system? Neither player has any familiarity with it.

I may have more questions about the powers people have bought for themselves, once I've had another look over those for myself.

I'll speak only the third point. Cosmic Power is very much worth it,
because it is so versatile. If you want to spy on someone or
assassinate them, or steal something that is well-guarded, take 2HD in
Invisibility, or Insubstantiality, or Dead Ringer. Just add a simple
Flaw or two to balance the cost, if needed. Dead Ringer is especially
good if you want to incriminate someone, while committing the
nefarious deed yourself.

Want to talk to the dead, or animals, or plants? You can easily whip
up a custom miracle. Hunting ghosts? Buy Perceive (Spectral Energies).
Seeking a killer robot powered by radium? Perceive (Radiation) helps.
Want to be irresistible to 99% of the population? Going into a
situation in which social skills are vital? Boost your Charm by 2HD,
or buy a custom Lie Detector miracle. 2HD in Cosmic Power is an
excellent choice for the creative thinker.
