Did anybody else get a recent suprise -- I had heard about
new AppEngine pricing from google, but it looks to me like
the "free tier" is still there in name, but it isn't free?

I have a (very dormant) Gaelyk app sitting on app engine,
doing bugger all...this looks like a bad idea now.

Yes, that is why I just deleted my AppEngine applications and am now running them on Amazon.

I just had a click through and it seems I have to "enable billing" to
go beyond free quotas. Are you saying that even without billing
enabled and within quotas I could still be charged?

Seems like a bit of a desperation step to me if so... upsetting the
uncommitted users just to have them leave your service.

OK...I found out the longer story...

You can sign up for AppEngine free quotas.  However,
it comes back to me now -- I had to enable billing to
get access to the Blobstore.  Which I did -- now, apparently
if you don't have billing enabled, you don't get billed, and
you operate within the free quotas...but if you do have
billing enabled, then you get the $2.10 minimum charge.

I've disabled billing -- and I still seem to be able to upload
a file to the blobstore (which is about as far as I got with
writing my app).  So I'll see what happens...next week.

You are right, only if you have billing enabled you get billed the minimum charge or $2.10. Like you I enabled billing to get access to the Blobstore. I am not really impressed with GAE and for most of my projects it is plain overkill.

It _seems_ to me from reading the documentation and my dashboard that you now get 5GB free on the blob store...

I second this. And Amazon gives you more control over your server.
