ALTERATION IN MOA OF COMPANY LIMITED BY GURANTEE

anyone who know the procedure for change in MOA & AOA of Company limited by gurantee if there is a clause in the MOA That "No alteration shall be made to this Memorandum of Association or to the Articles of Association of the company, which are for the time being in force, unless the alteration has been previous submitted to and approved by the Regional Director, Northern Region, Ministry of Corporate Affairs." Please let me know if anyone has done this?
