You know, guys (gals too), that all these machinations will probably have little or no impact on pilot safety.  Notices?  Quizzes?  Bulletins?  Doesn't it all have to boil down to personal responsibility for choices and the consequences of those choices?  Legislating behavior rarely works well.  People are still gonna do what people gonna do.  We have real nice site guides.  We've got extremely knowledgeable people who are more than happy to give site orientations...if asked.  Big Government ain't the answer.  Leave it alone.  Short of Launch Nazzis, knuckleheads are going to continue to do knucklehead things.  I know.  Done some of them.

na, I say make them safety conscious and if they don't want to participate, fine them…. er tax them… it's the way things are done now. If it works for something as complicated as health care, flight safety and personal responsibility should be an easy fix…

Won't work for me…. One of my hands already has don't land in a tree written on it. The other one says turn the other way dummy…. Of course I still get confused if I do a cross handed reverse inflation to launch…
