Gauteng MEC for Economic Development Nkosiphendule Kolisile’s remarks at the NUMSA Energy Efficiency Media Walkabout, Johannesburg, 21 May 2013I am very pleased to be here today. This is indeed a ground breaking and innovative development we are witnessing today.
The steps that NUMSA is taking today augur well for the Gauteng Provincial Government’s plans to catapult the province into energy efficient city region.
In 2009, the Gauteng Department of Economic Development embarked on a strategy for development of the green economy in the province.
This culminated in 2011 in a signing by the provincial cabinet of a strategic pathway to attaining a low carbon economy.
The Gauteng Employment Growth and Development Strategy (GEGDS) highlights sustainable energy use as one of the key components of an inclusive economic growth path.
The strategy is also cognizant of the fact that Gauteng will not have an economy that provides decent work and economic opportunities for all, unless it can become an innovative, green and environmentally friendly economy.
As the custodian of this strategy the Department of Economic Development adopted a co-ordinating role and thought leadership for the necessary market interventions and economic infrastructure with the aim of transforming the current economy into a green economy.
Our approach to energy efficiency begins from the premise that it is not sufficient to simply select a limited number of economic firms or clusters for targeted green support, but that rather, the sustainability of our economy depends on a fundamental transformation in number of sectoral areas.
These cross-cutting sectors include air quality, climate change, economic development, energy, food security, land use, transport, water and sanitation, and waste, which together form the foundation for a true green economy.
Our view is that investing in these sectors will promote economic growth so that green jobs become the norm, rather than add-ons to inherently unsustainable development.
We hope that this broader shift will see Gauteng emerging as a leader in the sustainable economic development trajectory.
Our Green Strategic Programme builds on the strategic commitments in a wide range of polices and strategies developed by the provincial government over the last few years.
These include the Medium Term Strategic Framework, Gauteng’s economic recovery plan in response to the financial crisis, the Gauteng Employment Growth and Development Strategy, the Gauteng Integrated Energy Strategy and the Gauteng Climate Change Response Strategy.
It also echoes strategy work at national and local government levels in, for example, the New Growth Path, the national Strategy and Action Plan on Sustainable Development and municipal IDPs for the 2009-2014 term of office.
While it reinforces this wave of commitment towards a more sustainable South Africa, it also tries to reconcile the many competing objectives and actions emerging from different parts of government so that all actors are aligned behind the same targets and actions.
We have heard last week the Minister of Energy in her Budget vote highlighting the need to support with greater efforts Energy Efficiency projects; which brings us to the reason we are gathered here today.
NUMSA’s bold stance in embracing efficiency in these premises is indeed a commendable one.
Recognising that the savings to be gained here in both financial and emissions terms are tenets also described in the provinces Integrated Energy Strategy.
It has been estimated that buildings, domestic and commercial account for up to 40% of a country’s energy consumption.
A reduction in this percentage would greatly contribute to a country’s total energy demand.
With the upsurge in urban development in domestic and commercial buildings, energy efficiency plays a large role in making sure that South Africa does not increase its emissions currently and in the future.
I urge NUMSA to showcase this pioneering work and join initiatives such 49M and the Energy Efficiency Leadership Network initiated at COP 17.
This not only promotes energy awareness within your organisation but shows a level responsibility and cognisance of the type of industry that the union represents.
Within the City of Jo’burg alone, industrial energy demand accounts for 19% of total demand and while being the lowest it conversely accounts for the highest amount of Carbon Dioxide emissions at 36%.
The cost of doing business in the greater Gauteng City region has become a concern for the department.
The rising cost of electricity is threatening to be barrier to attraction of business and industrial investment in the province.
The adoption of renewable energy initiatives as showcased today may mitigate this risk by lowering the demand and more importantly rechanneling what would have been energy costs to other uses in operations such as staff retention or creation of new jobs.
The potential for financial and environmental gains through energy efficiency is huge. National government has targeted 12% cross-sectional energy savings by 2015.
Stimulating energy efficiency and an integrated energy mix based on renewable resources, presents significant opportunities to stimulate growth and job creation in an economy suffering from power outages and distribution failures.
The benefits include reduced dependence on volatile and unpredictable energy supplies that hurt industry and business as well as low-income energy users.
By refocusing energy strategies towards a renewable and low-carbon future, Gauteng will gain cost advantages in the face of rising electricity prices, and significant industrial and manufacturing opportunities around renewable energy and energy efficiency technologies. These are compelling economic opportunities, provincially and nationally.
The intended outcome for Gauteng as far as energy is concerned is a Province that is a renewable energy hub, that makes ambitious investments in renewable energy sources and technologies, and that works to extend an integrated package of reliable and innovative energy services to all citizens, thereby realizing economic and employment spinoffs which dramatically improve Gauteng’s position in the new green economy.
Gauteng needs an economy based on green technologies, green jobs, green energy and green production processes that reduce the ever higher input costs stemming from unsustainable resource use.
IsiZulu sithi indlela ibuzwa kwabaphambili, which means that from now onwards, this building will serve as a reference point and provide insight on energy efficiency technologies across industries and sectors.
Congratulations to NUMSA for paving the way towards a sustainable future.
Reminder-Media Alert: COSATU E-tolls system protest Press Briefing continues tomorrow at COSATU House
The Congress of South Africa Trade Unions In Gauteng will unleash final preparations for protest against e-tolls system in Gauteng.
COSATU 11th National Congress in 2012 took a resolution o reject this system as ‘it is a form of privatization’ , with adverse impact on the pockets of workers in particular and the citizens in general.
E-tolls system will add a burden to the poor as large number of private vehicle users simply do have s single extra rand to spend on more than 40 gantries along Gauteng freeways.
COSATU will convene a Press Briefing tomorrow, 22nd May 2013 at COSATU House, 5th Floor at 11h00, joined by civil society organizations and student formations.

CWUSA welcomes progressive decision taken by Each One Teach One to remove the Soil from its line-up!
The Creative Workers Union of South Africa welcomes the progressive and decisive decision taken by Each One Teach One Foundation to remove the arrogant musical group called “The Soil.” from its line-up of artists who were eyed to perform at its forthcoming event, on the 31 May 2013 at Gold Reef City, and its cooperation with CWUSA's call for the Soil's consumer boycott!
In the same breath we commend the progressive artists amongst others in the likes of Cde Mzwake Mbuli, Zahara, Caiphus Semenya, Majoy, Oskido, Solly Moholo and Ringo Madlingozi who have also taken heed to the call for the cultural boycott against Swaziland’s dictorship rule and in solidarity with struggles of the people of Swaziland and elsewhere in the world where democracy is not respected.
As CWUSA and in the fore of the consumer boycotts against any arrogant artist, who may think he or she is above the collective formations that have taken a conscious decision in supporting the fight against violation of human rights and in favour of the total emancipation of the people anywhere in the world, who are still subjected to oppression and suppression regardless globalization that now allows people to live in one world that is peaceful and politically stable.
We welcome such progressive decisions taken without fear or favour but mindful of a greater course and that is to free those that are still in bondage of authoritative rulers.

Let this be a lesson to many that CWUSA and all other organized formations who believe in the respect of human rights and democratic rule of law, mean what they declare as the fight against any rebellious individual or formation or government that opposes the solidarity call.

Let The Soil and its associates know that we mean business and there is a new CWUSA with a new set of teeth to grind and crack any hard nutt that stand before the revolution.

NEHAWU is extremely disturbed by the Minister of Public Service and Administration, Ms Lindiwe Sisulu’s, decision to table the “Single Public Service Bill” to parliament today Tuesday 21 May 2013.
This bill was initially tabled as the Public Administration Management Bill (PAMB) when it was released in April 2013 for discussion at NEDLAC where labour, government and business reached a deadlock with many fundamental disagreements.
This is of course, is not a new bill because it was initially tabled in 2007 for discussions without success; it was later tabled in parliament in June 2008 only to be withdrawn from Parliament for further deliberations.
During the latest discussions at NEDLAC, labour (including NEHAWU) wished-for proper discussions that unfortunately never took place.
We strongly feel that there is no discernible reason to have this Bill tabled in parliament, especially because there are clauses that violate collective bargaining rights.
The arrangement to have the Bill tabled in parliament ,while there are serious disagreements over it, is ill-advised and irresponsible to say the least.
NEHAWU calls on the Minister of Public Service and Administration to withdraw the bill and take it back to the Public Service Co-ordinating Bargaining Council {PSCBC} for further discussions in order to iron out the differences with the unions.
We will be appealing to our federation, Cosatu, to engage with the Department of Public Service and Administration on a way forward regarding this matter.

NEHAWU Mpumalanga to embark on a service delivery march to Matikwane Hospital
NEHAWU will be leading a joint march together with the ANC, SACP and COSATU on the 23rd of May 2013 at Matikwane Hospital, Mkhuhlu, and Bushbuckridge.
The march will be about our outright rejection of outsourcing and privatization of public services including the use of Public Private Partnerships{PPP’s}.
We will be calling on the provincial administration not to renew the lapsed tender contracts at Matikwane hospital.
The outsourcing of services has resulted in the local communities’ not getting access to public healthcare which is a fundamental human right enshrined in our Constitution.
This arrangement has further put a strain and created an imbalance in the resource allocation, since certain services are referred to the nearby public hospital that is, Mapulaneng.Some patients are forced to pay exorbitant fees at private hospitals.

Taking the Legislature to the people
The Gauteng Provincial Legislature’s Standing Committee on Petitions will be hosting a public hearing in Tshwane, affording the people in this region an opportunity to air their concerns with authorities in the presence of the Legislature.
The Petitions Committee, led by its chairperson Honourable Lindiwe Lasindwa, will hear petitions from Tshwane relating to illegal electricity connections, installations of street lights in Soshanguve, upgrading the Emalahleni Road and other petitions in need of response.
In chasing the dream of a better South Africa, the Gauteng Provincial Legislature invites people around Tshwane to come and observe one of the most effective and peaceful means of resolving community concerns, grievances and protests without resorting to violent demonstrations.

This Saturday, 25 May, the ACTION Support Centre and the Proudly African Campaign will be taking part in the Yeoville Bellevue Africa Week Carnival and Festival.
This Festival is a collaborative effort by civil society organisations to celebrate 50 years of the Organisation of African Unity (OAU), now the African Union, and to acknowledge the fifth anniversary of the 2008 xenophobic attacks that devastated South Africa.
The event seeks to give an opportunity to all Africans, including those in the African Diaspora, to engage one another in an honest debate about the challenges we face and the future we seek for ourselves.
The venue for all the celebrations will be Rocky- Raleigh Street in Yeoville-Bellevue, the Pan-African destination of South Africa. The ASC and the Proudly African Campaign will be hosting one of the five stages at Corner Kenmere and Hunter Streets during the festival celebrations.
We will be filling our stage with a number of African solidarity-focused performances and addresses in the spirit of celebrating multi-culturalism, promoting social cohesion and championing human and people’s rights.
We invite those of you in Johannesburg to come down and celebrate Africa Day with us.
There will be a street parade from 10am, an official opening at 11:45am and the ASC Stage Opening at 12:30.

Secretary-General message on the International Day for Biological Diversity – 22 May 2013New York - As the international community strives to accelerate its efforts to achieve the Millennium Development Goals and define a post-2015 agenda, including a set of goals for sustainable development, water and biodiversity are important streams in the discussion.
Although seemingly abundant, only a tiny amount of the water on our planet is easily available as freshwater. We live in an increasingly water insecure world where demand often outstrips supply and where water quality often fails to meet minimum standards. Under current trends, future demands for water will not be met.
Biodiversity and the ecosystem services it provides are central to achieving the vision of a water secure world. Ecosystems influence the local, regional and global availability and quality of water. Forests help regulate soil erosion and protect water quality and supply. Wetlands can reduce flood risks. Soil biodiversity helps maintain water for crops. Integrating nature-based solutions into urban planning can also help us build better water futures for cities, where water stresses may be especially acute given the rapid pace of urbanization.
Recognizing the importance of biodiversity, the United Nations General Assembly has encouraged the use of the Convention on Biological Diversity’s Strategic Plan for Biodiversity 2011-2020 and its Aichi Targets in the elaboration of the post-2015 development agenda. Last year’s Rio+20 Conference on Sustainable Development also recognized the role of ecosystems in maintaining water quantity and quality. Where once the focus was on trade-offs between water use and biodiversity, today we are coming to understand how biodiversity and water security are mutually reinforcing.
This shift from conflict to synergy is particularly welcome in this, the International Year of Water Cooperation.
On the International Day for Biological Diversity, I also call on all Parties to the Convention on Biological Diversity who have not already done so, to ratify the Nagoya Protocol on Access to Genetic Resources and the Fair and Equitable Sharing of Benefits Arising from their Utilization, and therefore help us all to work toward the future we want.

Nigeria: Extremist attacks hit school attendance EI has strongly condemned attacks on Nigerian schools, teachers and students that have kept 15,000 children away from school since last February. News of the attacks by Boko Haram (BH) extremists came from IRIN, the news service of the UN Office for the Coordination of Humanitarian Affairs. The attacks on state schools in the Borno State, North-Eastern Nigeria, have continued.
Teachers killed and schools burnt down
Most of the affected children are primary school students, according to a Borno State Ministry of Education spokesman. So far, BH has burned or destroyed 50 of the state’s 175 schools, he said. Teachers in the state have confirmed the numbers.
Students are staying at home for fear of attack, or being transferred to private Islamic schools, known in the north asIslamiyya. On 6 May, state schools were officially to reopen following a six-week break, but many have stayed closed, as officials and teachers fear attack.
BH gunmen had initially targeted mostly primary schools at night, detonating grenades and home-made explosives or burning down classrooms with gasoline.
But, on 18 March, BH attacked four schools in Maiduguri, the Borno State’s capital, during broad daylight, killing four teachers and seriously injuring four students.
On 9 April, suspected BH members killed two school teachers in their homes, as well as four officials of the Borno State Feeding Committee while they were on an inspection tour of schools. The Committee runs a primary and secondary school feeding programme.
The shift to direct attacks on educators and students left many teachers too frightened to go to work.
BH responsibility
On 10 April, BH leader Abubakar Shekau took responsibility for ordering the attacks on schools in an Internet video post, citing Nigerian military raids on Islamic schools in Maiduguri as the excuse.
Even though the government has deployed soldiers in at-risk schools across the state, parents fear this action increases the risk to their children.
In some areas where the government was trying to renovate schools, BH set them ablaze again. Gwange II primary school in the Gwange area of Maiduguri city, considered a major BH stronghold, was burnt four times by BH, each time after undergoing renovation.
The school-burnings “sabotage the government's effort at improving education in Borno State”, Borno State information commissioner Inuwa Bwala told IRIN.
Enrolment in Islamic schools on the rise
Many parents now see Islamic schools as the safest option for their children. In fact, Islamic schools have seen a sharp rise in enrolment rates over recent months. These private religious schools teach Islamic education, though some include English and maths in the curriculum.
Given the demand, fees at some Islamic schools have also increased - by 300 per cent since the beginning of the year in some cases. Bwala said the state government will try to strengthen Islamic schools with more money and more materials, and standardise their curriculum to teach children the Koran alongside Western education.
EI: Strong condemnation of human rights’ violation
“EI strongly condemns these attacks on schools, teachers and students,” said EI General Secretary Fred van Leeuwen. “Attacks on schools violate children's right to education, as well as their human rights. They also violate international humanitarian law and criminal law, and constitute war crimes.
“It is not possible to learn in an atmosphere of fear and uncertainty. How do you expect a teacher to put do his or her best and a child to learn effectively when they are always on edge, anticipating gun and bomb attacks?”
He reiterated that schools must remain safe sanctuaries, and urged national authorities to ensure safety at school for educators and students.
EI demands that the Government take action to improve the situation soon, allowing learners and teachers to focus on achieving quality education for all in a peaceful environment.

The NATIONAL EDUCATION, HEALTH AND ALLIED WORKER’S UNION {NEHAWU} will be holding its 10th National Congress from the 26th -29th June 2013, at Birchwood Hotel ,Benoni ,Gauteng under the theme:”BUILD STRONG WORKPLACE ORGANISATION,CLASS CONSCIOUSNESS AND INTERNATIONALISM”.
The National Congress is the highest decision making body of the union that has the powers to adopt new resolutions and elect new National Office Bearers{NOB}.
Delegates from all structures of the union will attend and assess the progress that has been made by the union in implementing its resolutions since the last congress that was held in 2010.
The congress will also pass the new resolutions and map the way forward for the next three years.

The South African Medical Association Vacancy for IR Advisor
The South African Medical Association (SAMA) is seeking to appoint an Industrial Relations Advisor in the Public Sector Division;
Job Purpose: To provide consulting services, representation, support and advice on complex labour and employment related matters to members of SAMA within the assigned provinces.
Job Responsibilities:
Operations
· To provide expert advice and support to members on labour law and labour disputes on a daily basis.
· To represent SAMA members at grievance process level, disciplinary hearing, conciliation, arbitration and designated labour court proceedings to ensure adherence to fair labour practice and overall integrity.
· Draft and process all legal correspondence in prosecuting disputes on behalf of members in the dispute resolution forums and in particular at the labour court level
· Ensure that favourable outcomes for members are implemented fully by the employer as per the agreements.
Research & Development
· To keep abreast of current legal trends and labour law and ensure that effective research is conducted on precedents to ensure that accurate advice, representation and negotiation can be done on behalf of the SAMA members.
Reporting
· Monitor current trends in the public health service and proactively advise members of any changes through publications of IR articles in the SAMA insider.
· Ensure that all IR enquiries and disputes are correctly captured onto the case management system thereby ensuring that all cases are managed effectively and efficiently.
General
· Work together with colleagues to ensure that the best possible service is provided to SAMA’s members at all times.
· Maintains records, prepares reports and composes correspondence relative to the daily work of an IR Advisor.
· Assist when required the Organising and Bargaining Unit with negotiations on conditions of service for the public sector member by representing SAMA members at required bargaining structures.
Job Requirements:
• 3 year B degree in HRM / Labour Relations or National Diploma in Labour Law
• 3-5 years experience in a similar role
• 2-3 years experience in the public healthcare sector is desirable
• Extensive knowledge of Labour Laws such as LRA, BCEA, OHSA, PSA, EEA, etc.
• Knowledge of Government Regulations and Policies
• Knowledge of Public Service Collecting agreements
• Understanding of Collective Bargaining and Union Environment
• Knowledge of the laws, regulations, and procedures of collective bargaining
• Knowledge of rules and standards of conduct in the public sectors.
• LLB degree is desirable
• IRASA Membership is desirable

The South African Medical Association (SAMA) is seeking to appoint a Organising and Bargaining Officer in the Public Sector Division;
Job Purpose:
To represent SAMA and its members at collective bargaining forums and manage collective bargaining agreements, disputes and submissions on behalf of the Trade Union. Ensure that all SAMA representatives at the relevant Trade union subcommittees and Branches market and recruit new members, identify issues and support all Trade Union initiatives across the country.
Job Responsibilities
Project Management
· To coordinate designated projects relating to the organising and collective bargaining function, including the Public service bargaining Councils, provincial chambers and other committees
· Assist in the implementation of the key objectives as directed by the relevant trade union committees or subcommittees or as required by the external market and collective bargaining arenas.
· Coordinate the setting up of the trade union structures and collective bargaining functions
· In conjunction with the Unit Manager and other internal stakeholders, coordinate and support all efforts relating to industrial action and ensure that SAMA’s image is upheld at all times.
Relationship Management
· Attend designed meetings relating to the Trade Union function including COSATU structures, Public service Bargaining structures and committees as directed by the Unit Manager and ensure accurate representation of SAMA.
· Provide feedback to all internal stakeholders after meetings to ensure effective knowledge sharing and generation of actions to address current concerns, trends or opportunities.
· Build and maintain effective working relationships with external key stakeholders to ensure that SAMA is at the forefront of negotiations and latest news and trends in the Collective Bargaining arena.
Marketing
· In conjunction with the unit Manager and other internal stakeholders like the Marketing Department, assist in the development of a targeted recruitment drive to attract potential non members to grow the SAMA Trade Union membership.
· Ensure ongoing running of campaigns to recruit new members for the Trade Union and SAMA
Operations
· Ensure that all collective bargaining demands from members are consolidated, researched and submitted for negotiations.
· Assist the Unit Manger in drafting collective agreements, policies and procedures relating to this function and ensure they are submitted timeously and where required implemented effectively.
· Assist in the research and monitoring of legislation and case law relevant to this function to ensure that SAMA is consistently proactive and market leaders in terms of policy development and procedures relating to the Collective Bargaining Division and functionality.
Job Requirements:
• Diploma in Labour Relations/Law
• Postgraduate Qualification in Labour Relations/Law is desirable
• 2-5 years collective bargaining experience
• 1-3 years drafting submissions for consideration
• Knowledge of Collective bargaining procedures
• Knowledge of all legislation relating to the healthcare industry and labour(LRA,EEA,BCEA,NHA,OHSA
etc)
• Advanced negotiating skills
• Computer Skills(MS Office)
• Excellent Communication skills(verbal and report writing)
• Conflict Resolution
• Presentation skills
• Persuading an influencing skills
