In the attached safe you see that the patient enters the Toilet room three
times before entering the loo, two times she leaves as the other patient is
not finished at the loo. This should of course not happen.

It didn't happen for me with that save, and the woman, like you said.
So maybe it happens a little randomly, or you just saved the game too late.

But I waited, and it happened as you said, just with two men..
One guy was at the toilet, and one entered, left, and then entered again.

It seems the patient can loop "endlessly" if there isn't any available loos.

Okay, end of July and it starts to happen. Not sure why though, for me in
testing the only time an extra patient went in was when two came close
together and then one left and waited and the queue formed outside.

So as for why they are now playing up I have no idea. I'll try and take a
look at the weekend and if anyone can see the cause before then please
shout up.

In the mean time build toilet rooms with more than one loo and it will mean
there is less chance of this happening.

After a lot of trying various things out I came to the conclusion the
reason it was failing for you was having one loo. Works out fine when
there is more than one loo, so now if there is one loo it becomes a private
toilet and no one else can enter. Have a proper toilet room with more than
one loo then more people will enter as they become free.

Fingers crossed this works for you too.
